WATER TREATMENT - REFURBISHMENT OF CONTROLS AND TELEMETRY

THE MUNICIPALITY OF HAVRE-SAINT-PIERRE requires offers for the repair of the controls and telemetry of its drinking water and wastewater treatment facilities. This work includes in particular:

Dismantling and/or modifying or replacing, as the case may be, existing control and/or telemetry panels that are not reused or to be modified, for each of the five (5) wells, the four (4) wastewater pumping stations and the main panel of the municipal reservoir. The project also includes the supply, installation and configuration of new supervision software (SCADA) at the municipal reservoir.

The documents required for the submission will be available only through the Electronic Bidding System (OBC) at www.seao.ca or by calling toll-free 1-866-669-7326. Obtaining documents is subject to the fees of this organization. Any interested bidder must comply with the requirements contained in the tender documents.

A bid security in the minimum amount of 10% of the total value of the bid, either a certified cheque drawn on a Chartered Bank of Canada or a Caisse Populaire, or a bid bond and an agreement relating to the issuance of bonds, in accordance with the examples attached to the call for tenders document, all payable to the "Municipality of Havre-Saint-Pierre" and conditionally repayable, must accompany the bid. Only bids from suppliers with an establishment in Canada, with the exception of Nunavut and Yukon contractors, will be considered for contract award purposes, as this contract is subject to ACCQO (Agreement on Trade and Cooperation between Quebec and Ontario), AQNB (Agreement on Liberalization of Government Procurement of Quebec and New Brunswick (2008) and AIT (Agreement on Internal Trade) and holding, where applicable, the licence required under the Building Act (R.S.Q.), c.B.-1.1).

Submissions must be received by Meggie Richard, Executive Director, at 1235 de la Digue Street RC.1, Havre-Saint-Pierre, Quebec, G0G 1P0 before 3 p.m. on Tuesday, August 27, 2019. Bids will be opened at the same location immediately after the bid closing time.

The Municipality does not undertake to accept any of the offers and declines any responsibility towards any of the bidders in the event of the rejection of all bids. The contract is awarded by decision of the Municipality's Council, at its sole discretion, and the Municipality may not be bound in any way other than by a resolution of its Council.
