Description

The subject of the contract is the collection and management of municipal solid waste from inhabited and uninhabited properties remaining in the municipal waste management system in the Świdnica commune, Lubuskie province.
1) The subject matter of the contract is the collection and management of solid municipal waste from inhabited and non-residential real estate remaining in the communal waste management system and indicated by the Awarding Entity in the list provided to the contractor (the list will be updated) in the Świdnica commune. The scope which includes: a) equipping the serviced real estates with containers for unsegregated (mixing) municipal wastes and waste:- bags for selective waste collection in single-family houses and - containers in multi-family houses and - bags or containers for uninhabited properties; a) collection of municipal waste from the property owners (at the source); b) organization of waste collection from mobile selective waste collection points or from the place where the operator will provide a means of transport for the residents to deposit municipal waste; c) transport of municipal waste collected from the commune. Świdnica, both at the source and within mobile selective waste collection points (MPSZOK); d) management of mixed municipal waste, residues from sorting of mixed municipal waste by transferring it to a municipal installation included in the list of municipal installations referred to in Article 38b section 1 point 1 of the Act of 14 December 2012. e) management of selectively collected municipal waste in the waste recovery and neutralisation installation, in accordance with the waste hierarchy referred to in Article 17 and 18 of the Act of 14 December 2012 on waste (Journal of Laws of 2020, item 797, as amended) carried out by the locally competent Marshal; f) management of selectively collected municipal waste in the waste recovery and neutralisation installation, in accordance with the waste hierarchy referred to in Article 17 and 18 of the Act of 14 December 2012 on waste (Journal of Laws of 2020, item 797, as amended).); f) collecting and managing waste in a manner allowing to achieve appropriate waste recovery or disposal rates; g) submitting, by the 10th day of each month, a protocol of performed services in accordance with Annex 11, which will be the basis for accepting a VAT invoice issued by the contractor; h) conducting reporting in accordance with the applicable regulations; i) performing other obligations indicated and described in the ToR, detailed description of the subject matter of the contract - Annex 5 to the ToR and draft contract - Annex 8 to the ToR.2) The Contractor shall be obliged to recover or dispose of collected municipal waste in accordance with the Waste Act and the Act on Maintaining Cleanliness and Order in Municipalities.3) Estimated amount of collected and managed waste:20 03 01 - unsegregated (mixed) municipal waste = 1 458,088 Mg,17 01 07 - mixed concrete, brick rubble, waste ceramic materials and equipment other than those mentioned in 17 01 06 = 31,992 Mg,20 03 99 - municipal wastes not otherwise specified in the other sub-groups = 12,09 Mg,15 01 01 - paper and cardboard packaging = 33,568 Mg,15 01 07 - glass packaging = 129,238 Mg,15 01 02 - plastic packaging = 144,75 Mg,20 02 03 - other non-biodegradable waste = 51,00 Mg,20 03 07 - bulky waste = 136,217 Mg,17 01 01 - concrete waste and concrete rubble from demolition and repair = 37,264 Mg,16 01 03 - used tyres = 1,500 Mg,20 02 01 - biodegradable waste = 284,46 Mg,17 01 02 - brick rubble = 15,16 Mg,17 06 04 - insulation materials other than those mentioned in 170601 and 170603 - 5,08 Mg,17 09 04 - mixed construction, renovation and dismantling waste - 2,900 Mg.Total: 2,343,307 Mg / year.When determining the value of the service of collection and management of municipal solid waste from the Świdnica commune by the bidder, the following estimated data should be taken into account, collected on the basis of the submitted declarations, which may change during the term of the contract: 1) number of residents - 5,828 people;2) monthly number of bags for selective waste collection - 2,127 pieces from each type.
