Description

The subject matter of the contract is "collection and management of municipal waste from the owners of residential properties located in the community of Żyrzyn in the year 2022". Assumed quantity of waste to be collected and disposed of in the period of performance of the contract is 1 022.71 Mg4.2 A detailed description of the subject matter of the contract (General Terms of Reference) is provided in appendix no. 1 to the SWZ4.3 Detailed conditions for the performance of the contract have been specified in draft provisions of the public procurement contract, constituting appendix no. 2 to the SWZ.
The subject matter of the contract is collection, transport and management of the municipal waste indicated in the contract description from the properties located on the territory of the commune of Żyrzyn, where the residents reside in a manner ensuring that the commune achieves appropriate levels of recycling, preparation for reuse and recovery by other methods as well as limitation of the mass of biodegradable municipal waste submitted for storage in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in communes. on maintaining cleanliness and order in communes (Journal of Laws of 2021, item 888, as amended), the provisions of Resolution No. XXIV/349/2016 adopted on 2 December 2016 by the Sejmik of the Lublin Province on the adoption of the "Waste management plan for the Lublin Province 2022". In addition, according to the Regulations for Maintaining Cleanliness and Order in the Municipality of Żyrzyn approved by Resolution No. XII/77/2016 of the Council of the Municipality of Żyrzyn of 13 June 2016 with amendments adopted by Resolution No. XXII/157/2017 of the Council of the Municipality of Żyrzyn of 5 September 2017. Regulations for maintenance of cleanliness and order in the area of the Commune of Żyrzyn approved by Resolution No. XIII /111/2020 and XIII/112/2020 of the Council of the Commune of Żyrzyn of November 9, 2020 and Regulations for maintenance of cleanliness and order in the area of the Commune of Żyrzyn approved by Resolution No. XIX/162/2021 of the Council of the Commune of Żyrzyn of November 8, 2021. and in accordance with Resolution No. XII/78/2016 of the Council of the Municipality of Żyrzyn of 13 June 2016, as amended by Resolution No. XXII/158/2017 of the Council of the Municipality of Żyrzyn of 5 September 2017 on determining the detailed manner and scope of providing services in respect of the collection of municipal waste from property owners and the management of this waste. Resolution XIII/112/2020 of the Council of the Commune of Żyrzyn of November 9, 2020 with amendments adopted by Resolution No. XVIII/152/2021 of the Council of the Commune of Żyrzyn of August 9, 2021 and amendments adopted by Resolution No. XIX/163/2021 of the Council of the Commune of Żyrzyn of November 8, 2021. The Contractor shall be responsible for achievement of municipal waste recovery levels by the Commune taking into account the recovery levels indicated in the Act of 13 September 1996 on Maintaining Cleanliness and Order in Communes (Journal of Laws of 2021, item 888 as amended), Regulation of the Minister of Climate and Environment of 3 August 2021 on the method of calculating the levels of preparation for reuse and recycling of municipal waste (Journal of Laws of 2021, item 1530), and the Regulation of the Minister of Environment of 15 December 2017 on the levels of limitation of landfilling of biodegradable municipal waste mass (Journal of Laws of 2017, item 2412). Mixed municipal waste, biodegradable waste with particular regard to bio-waste as well as sorting residues and residues after mechanical and biological processing intended for storage collected from the area of the municipality of Żyrzyn, the contractor of the service in the period of its provision, i.e. from 01.01.2022 until 31.12.2022, shall transfer to municipal installations which are entered on the lists maintained by the Province Marshals pursuant to Article 38b paragraph 1 of the Act of 14 December 2012 on waste (Journal of Laws 2021, item 779 as amended).
