The subject of the contract is to provide a service consisting in the collection and management of municipal waste from inhabited properties, the establishment and operation of a selective collection point for municipal waste (PSZOK) and management of waste supplied to PSZOK, from the area of the city of Biłgoraj from 1 January 2021 to 31 December 2021.3.1 The scope of the contract includes:1) collection of unsegregated (mixed) municipal waste from the owners of inhabited properties;2) collection of selectively collected municipal waste from the owners of inhabited properties:a) metals and plastics, including multi-material packaging;b) paper and cardboard;c) glass;d) bio-waste;e) ash;3) collection and management of the following municipal waste delivered by the residents to the selective collection point for municipal waste (PSZOK):(a) paper; (b) metals; (c) plastics; (d) glass; (e) multi-material packaging waste; (f) bio-waste; (g) hazardous waste (excluding waste containing asbestos); (h) out-of-date medicines and chemicals; (i) waste not eligible for medical waste arising from the acceptance of medicinal products by injection and monitoring of the level of substances in blood, in particular needles and syringes; (j) used batteries and accumulators;k) used electrical and electronic equipment; l) furniture and other bulky waste; Ł) used tyres; m) clothing and textiles; n) wood; o) ashes from household furnaces; p) construction and demolition waste, including foamed polystyrene; 4) establishing and operating a selective municipal waste collection point (PSZOK) in the city of Biłgoraj, accepting, collecting and managing municipal waste supplied by residents or property managers. PSZOK will be a place of collection and temporary storage. The waste collected in the PSZOK will be transferred to the waste recovery or neutralisation installation in accordance with the hierarchy of waste treatment methods referred to in Article 17 of the Act of 14 December 2012 on waste (i.e. Journal of Laws 2020, item 797, as amended).);5) organizing in the area of the city of Biłgoraj a travelling collection of bulky waste, metals, used electrical and electronic equipment, used tyres from passenger cars, clothing and textiles, chemicals and chemical packaging, engine oils, food fats, wood, twice a year. The waste collected during the touring collection should be treated as separately collected municipal waste.3.2. The service also includes: 1) equipping the properties of multi-family residential buildings with containers intended for selective collection of municipal waste: a) paper;b) metal and plastics;c) ash;d) glass;e) bio-waste;2) equipping the owners of single-family properties where the residents live with waste bags for selective collection of municipal waste:a) paper;b) metal and plastics;c) ash;3) equipment for owners of single-family properties where residents live in containers for selective collection of municipal waste:a) glass;b) bio-waste;4) containers and bags intended for collection of segregated waste should be coloured and printed with information about their intended use in accordance with the Regulation of the Minister of Environment of 29 December 2016. on the detailed method of selective collection of selected waste fractions (Journal of Laws of 2019, item 2028);5) maintenance of containers for glass and bio-waste in a proper sanitary, orderly and technical condition on single-family properties and maintenance of waste collection sites in a proper sanitary and orderly condition in the event of its pollution resulting from overfilling of containers at real estate.
