Description

The subject matter of the contract is the collection and management of waste code 19 12 10 - alternative fuel, 0-150mm fraction, by means of thermal processing.
The subject matter of the contract is the collection and management of waste code 19 12 10 - alternative fuel, 0-150mm fraction, through their thermal processing. 2. The Contractor shall collect the above waste from the Ordering Party from the installation: Municipal Waste Neutralisation Plant, 53 Lubelska Street, 10-410 Olsztyn.3. The waste collected from the Employer will be managed by thermal transformation. The Contractor may perform the thermal processing of waste by itself or through other entities with the appropriate permits (subcontractors). The Contractor shall then be fully liable to the Principal for ensuring such waste disposal. The Contracting Authority permits the transfer of waste to the next holder and processing of waste in the Contractor's/Subcontractor's facility prior to its transfer for thermal disposal, however, the final process must be exclusively thermal disposal of the entire waste.4 In settlements between the Parties, the amount of waste collected will be determined by measurement on the Contracting Authority's electronic vehicle scales.5 The amount of waste with code 19 12 10 (alternative fuel) to be collected and managed (by thermal processing) under the basic contract is 10,000 Mg,6. The Ordering Party has no influence on the size of the stream of waste accepted, due to the high variability of this stream. In the event of an increase in the stream of waste, the Contracting Authority shall exercise the option right, referred to in Article 441 par. 1 of the PPL Act, consisting in increasing the quantity of waste code 19 12 10 intended for collection and management additionally by up to 12 500 Mg.7 Taking the above into account, the total quantity of waste intended for collection and management under this contract is: for part I: up to 22 500 Mg, including: for the base contract 10,000 Mg and for the contract under the option: up to 12,500 Mg.8. Information on the Ordering Party's technological lineThe technological process carried out at ZUOK Olsztyn is based on a mechanical-biological technology comprising biosolidification of municipal waste and its subsequent mechanical sorting for the preparation and purification of waste fuel. The combustible fraction of waste consists of plastics, waste paper, rubber, textiles, wood, biodegradable waste and other combustible materials. The waste will be offered in bulk form.9Characteristics of combustible waste (alternative fuel) intended for transformation9.1. Main product of mechanical-biological processing of municipal waste, including bulky waste, intended for thermal transformation, resulting from the following processes:a. Pre-shredding, to a fraction of 0-150 mm,b. Autothermal biological drying,c. Sorting / fractionation of combustible fraction, such as plastics, paper, textiles, dried biodegradable waste, wood, etc.9Main characteristics of combustible waste (alternative fuel): a. calorific value: approx. 16,000 kJ/kg,b. moisture content of approx. 20%,c. bulk density of approx. 250 kg/m3,d. granulation 0-150 mm,9.3.In view of the subject matter, the order must be executed, in particular, in compliance with the following regulations:1) Waste Act of 14 December 2012 (i.e. Journal of Laws 20212) Environmental Protection Law of 27 April 2001 (i.e. Journal of Laws of 2020.1219 of 2020.05.29 as amended); 3) Act of 13 September 1996 on Maintaining Cleanliness and Order in Communes (i.e. Journal of Laws of 2021.888 of 2021.04.15); and other acts and regulations applicable to the subject matter of the contract.
