Description

Task No. 1 entitled "Collection and management of municipal waste collected from real estate". The scope of the subject matter of the order includes the collection and management of municipal waste collected in containers located near residential buildings and non-residential properties where municipal waste is generated, in particular: at commercial and service points, schools, public institutions, workplaces, sports facilities (sports fields) and other facilities where municipal waste is generated, as well as at streets, playgrounds and bus stops, in accordance with the schedule of waste collection approved by the Contracting Authority. Task No. 2 entitled "Establishment and maintenance of a selective municipal waste collection point (PSZOK)". The subject matter of the contract is to establish, maintain and operate a municipal waste selective collection point (PSZOK), on the property owned by the Contractor or in respect of which the Contractor holds a legal title.
The scope of the subject matter of the order includes collection and management of municipal waste collected in containers located near residential buildings and non-residential properties where municipal waste is generated, in particular: at commercial and service points, schools, public utility institutions, workplaces, sports facilities (pitches) and other facilities where municipal waste is generated and at streets, playgrounds and bus stops, in accordance with the schedule of waste collection approved by the Contracting Authority. The following municipal waste will be collected from waste collection points: 1) separately collected municipal waste with codes 20 01 01; 20 01 02; 20 01 10; 20 01 11; 20 01 39; 20 01 40; 15 01 01; 15 0-1 02; 15 01 04; 15 01 05; 15 01 06; 15 01 07; 20 01 99; 20 01 08; 20 01 02 01, i.e.Paper, cardboard and waste paper - blue container (sack); - plastics, multi-material packaging, metals and clothing and textiles - yellow container (sack); - glass packaging - green container (sack); - bio-waste - brown container (sack). The listed waste will be collected by the property owners in marked, colorful sacks, containers or containers for selective waste collection and will be collected from the property.As part of the performance of the subject matter of the order, the Contractor shall provide bags for the property owners.The Contractor shall calculate the bags for the property to the price offered for the whole task.Frequency of selective waste collection by the Contractor for: a) paper, cardboard, waste paper and glass packaging - at least once a month; b) plastics, multi-material metal, clothing and textiles packaging - at least once every two weeks; c) bio-waste: from single-family residential buildings - at least once every two weeks; from multifamily buildings in the period from 1 April to 31 October - at least once a week, in the remaining period - at least once every two weeks.2) waste remaining after sorting and unsorted (mixed) municipal waste (code 20 03 01 and 20 03 99) These mixed municipal waste will be collected in containers with a minimum capacity of 120 litres. The containers shall be provided by the owner of the property and set up for the time of collection in places allowing free access to them. Although equipping the property with the bins belongs to the property owners, the Contractor is obliged to guarantee such a number of bins to enable all interested property owners to equipping the property with appropriate bins (lease, sale or other form of use). Moreover, the Contractor will be obliged to empty 115 street baskets (with a capacity of min. 50 l) located mainly at streets, playgrounds and bus stops and maintaining them in a proper technical and sanitary condition.The list of places where street baskets are placed is attached as Appendix 1 to the agreement.Frequency of waste collection remaining after segregation and unsegregated (mixed) by the Contractor for: a) single-family residential buildings - at least once every two weeks; b) multi-family buildings in the period from 1 April to 31 October - at least once a week, in the remaining period - at least once every two weeks.Additionally, the Contractor shall be obliged to collect overdue medication also from stationary points, located in pharmacies, at least once a month. Detailed description of the subject matter of the Task No. 1 is included in the Specification of the Terms of Reference (referred to in this announcement of the ToR) available on the Ordering Party's website http://bip.gmina.swidnica.pl/start/przetargi/rok-2020. The subject matter of the contract is to establish, maintain and operate a selective collection point for municipal waste (PSZOK), on the real estate owned by the Contractor or in respect of which the Contractor holds a legal title, allowing to use it for the purpose of establishing, maintaining and operating PSZOK. For the duration of the execution of the subject of the contract, the Economic Operator must have the right to dispose of the area for the collection and temporary storage of municipal waste The point should be located at a distance of no more than 10 km from the seat of the Świdnica Municipality Office, including public roads. 1) The area designated for the selective collection of municipal waste (PSZOK).1) The area designated for the PSZOK must meet the requirements, as for the storage and transport base, specified in the Regulation of the Minister of the Environment of 11 January 2013 on detailed requirements for the collection of municipal waste from the owners of properties (Journal of Laws of 2013, item. 122), and moreover:a) location, allowing free access and parking for the waste transferor, with at least 3 places of unloading of waste;b) minimum area of the PSZOK 1 000 m2;c) the area should be fenced, illuminated, hardened and equipped with devices or systems ensuring the management of rainwater and sewage arising in the PSZOK, in accordance with the requirements set out in the regulations, including the Act of 20 July 2017. Water Law (Journal of Laws of 2020, item 310, as amended) and equipped with the installations necessary for the efficient and safe functioning of the facility, resulting from the applicable regulations.2) The area of the PSZOK should be equipped with: a) a freight scale with a valid certificate of conformity and legalization of the Main Office of Measures;b) lockable containers and shelters or buildings protecting the collected waste against the influence of weather conditions and access of animals;c) a maneuvering area of appropriate size to allow free access of vehicles transporting and removing waste.5Principles of operation of the selective collection point for municipal waste (PSZOK).1) The Contractor, in connection with the performance of the task, is obliged, from the date of commencement of the service, to: a) provide service to the point in accordance with the working time of PSZOK adopted by the Świdnica Municipality Council, i.e. from Monday to Friday from 8.00 to 17.00 and on Saturdays at 10 o'clock.a) providing service in accordance with the PSZOK working time adopted by the Świdnica Commune Council, i.e. from Monday to Friday from 8 a.m. to 5 p.m. and on Saturdays from 10 a.m. to 2 p.m., with the exception of public holidays; b) providing a social room, the size of which corresponds to the number of employees, equipped with: sanitary facilities, electricity, running water, heating; c) accepting the following types of municipal waste from the owners of the property in the Świdnica Commune: 15 01 01, 15 01 02, 15 01 03, 15 01 04, 15 01 05, 15 01 07, 15 01 09, 16 01 03, 17 01 01, 17 01 02, 17 01 03, 17 01 07, 17 01 80, 17 02, 17 04, 20 01 01, 20 01 02, 20 01 10, 20 01 11, 20 01 39, 20 01 40, 20 01 08, 20 02 01, 20 01 21*, 20 01 23*, 20 01 35*, 20 01 36, 20 03 07, 20 01 37*, 20 01 38, 20 01 32, 20 01 33*, 20 01 34, 20 01 21*, 20 01 26*, 20 01 19*, 20 01 80, 20 01 13*, 20 01 27*, 20 01 28, 20 01 14*, 20 01 15*, 20 01 17*, 20 01 01, 20 01 02, 20 01 39, 20 01 40, 20 01 11, 20 01 10.Other detailed information on the subject matter of the contract for Task No. 2 is specified in the Terms of Reference (referred to in this notice of ToR) available on the Contracting Authority's website at http://bip.gmina.swidnica.pl/start/przetargi/rok-2020.
