Description

The subject of the contract is: services of solid waste collection and handling and emptying of non-drainage tanks and removal of liquid waste in 2021. Lot No. 1, 2, 3, 4 - service consisting in collection and management of solid waste - unsegregated and segregated municipal waste from military complexes: Lot no. 1 in the city of Elbląg, Lot no. 2 in the city of Braniewo, Lot no. 3 in the city of Morąg, Lot no. 4 in the city of Bartoszyce. Lot no. 5, 6 - service of removal, emptying of non-outflowing tanks and transport of liquid waste from military complexes in the garrison: Part of contract No. 5 in the city of Elbląg, Part of contract No. 6 in the city of BartoszyceDetailed description of the subject of the contract is included in Annexes 1, 5a and 5b to the ToR.
The subject of the contract is the performance of the service consisting in the collection and management of solid waste - unsegregated waste (waste code: 20 03 01) and segregated waste - paper (waste code: 20 01 01), glass (waste code: 20 01 02), metals and plastics (waste code: 20 01 39) and mixed concrete, brick rubble, ceramic waste and equipment (waste code: 17 01 01, 17 01 02, 17 01 03, 17 01 07) from military complexes administered by 21 Wojskowy Oddział Gospodarczy in Elbląg.Frequency of waste disposal, quantity and size of containers, type and quantity of solid waste to be produced during the term of the contract, broken down into individual parts of the contract, is specified in Annex 1 to the description of the subject of the contract. The given amount of waste is an estimated quantity. The actual quantity of particular types of waste may be changed during the contract execution, without the need to introduce an annex to the contract, provided that the total cost of the service does not exceed the amount that the Awarding Entity has allocated to finance the contract. If necessary, additional courses may be conducted by telephone (confirmed by e-mail or fax), with a request from the Awarding Entity's representative - Head of the relevant Infrastructure Service Section.The Ordering Party provides for the possibility of changing the quantity and capacity of containers in agreement with the Contractor. The Contractor shall make available labelled closed containers for unsegregated and segregated municipal waste - paper, glass, metals and plastics in individual parts of the order, in the amount according to the annex. No. 1, with the following colours: - paper - blue container with the inscription "Paper" - metals and plastics - yellow container with the inscription "Metals and plastics" - glass - green container with the inscription "Glass" - unsegregated waste - black container with the inscription "Mixed". Containers for unsegregated and segregated municipal waste The Contractor shall place the containers for unsegregated and segregated municipal waste in places indicated by the Manager of the appropriate Infrastructure Service Section, enabling proper access to them.The containers for rubble will be placed and collected in agreement with the Contractor upon request of the Ordering Party's representative - Head of the appropriate Infrastructure Service Section. Separated municipal waste in case of its mixing will be accepted as unsegregated municipal waste, but only after protocol confirmation by the Ordering Party's representative - Head of the appropriate Infrastructure Service Section. In case of collecting rubble with codes: 17 01 01, 17 01 02, 17 01 03, 17 01 07, the Contractor is obliged to confirm each time their acceptance on the waste transfer card in the appropriate number of copies (generator, transport, take-over). Pursuant to art. 29 item 3a of the PPL Act, the Contracting Authority shall require that the Contractor or subcontractor, on the basis of a contract of employment, employ persons performing the activities indicated by the Contracting Authority as part of the subject matter of the contract, i.e.: Part of the contract no. 1-4 - activities related to collection and management of solid waste - unsorted municipal waste from military complexes; If the performance of these activities consists in performing work in the manner specified in art. 22 § 1 of the Act of 26 June 1974. - Labour Code (Journal of Laws of 2019, item 1040, as amended). The above mentioned persons should be employed for the period of order execution. Estimated amount of waste per year: Non-segregated waste - 130 MgPapier - 6,00 MgMetals and plastics - 2,40 MgSklass - 1,80 Mg "Mixed waste of concrete, brick rubble, waste ceramic materials and equipment elements - 10 Mg" 1. The subject of the order is the service of export, emptying of non-effluent tanks and transport of liquid waste to the drainage stations from the military complexes of the Elbląg garrison (part of order no. 5):- K - 1350 Wilkowo commune Milejewo- K - 1316 Strzelnica Elbląg ul. Łęczycka- K - 1317 Elbląg Kwiatkowskiego 152. The planned quantity of liquid waste collection and disposal during the term of the contract is: - Garrison of Elbląg (part of order no. 5) - total 420 m3.3. Each time liquid waste collection is carried out by the Contractor upon request (by e-mail or fax) of the Ordering Party's representative - Head of the appropriate Infrastructure Service Section.4The service provider may not allow the liquid waste to flow out to the military unit and thus contaminate the environment.5. (separately for each facility) confirmed by the Manager of the relevant Infrastructure Service Section and the Contractor and the person accepting liquid waste at the disposal site (amount of liquid waste in m3).6. The given amount of liquid waste is an estimate. The actual amount of liquid waste may be changed during the contract execution, without the need to introduce an annex to the contract, provided that the total cost of the service shall not exceed the amount that the Contracting Authority assigned to finance the contract, referred to in § 3 item 2 (according to the contract part).7. The unit price of 1 m3 of waste water used by the Contractor (who shall submit the best bid) to calculate the offered price shall be fixed during the contract term (except for the cases specified in §11 of the contract). The Contracting Authority has provided the estimated amount of waste used only to select a bid. Pursuant to art. 29 par. 3a of the PPL Act, the Contracting Authority shall require that the Contractor or a subcontractor, on the basis of the employment contract, employ persons to perform the activities specified by the Contracting Authority as part of the subject matter of the contract, i.e.: Part of contract no. 5 - disposal, emptying of non-effluent tanks and transport of liquid waste; If such activities consist in performing work in the manner specified in art. 22 § 1 of the Act of 26 June 1974. - Labour Code (Journal of Laws of 2019, item 1040, as amended). The above refers to the activities performed in the performance of services being the subject of the contract described in Annex No. 1 to the ToR - description of the subject of the contract. The above mentioned persons should be employed for the period of the contract performance. If the employment relationship is terminated before the end of this period, the Contractor or subcontractor shall immediately employ another person in this place. The subject matter of the contract is the service of removal, emptying of non-effluent tanks and transport of liquid waste to the drainage stations from the military complexes of the Bartoszyce garrison (part of contract no. 6):- K - 328 Bartoszyce, 42 Wojska Polskiego Street. The planned quantity of liquid waste export and disposal during the term of the contract is:- Bartoszyce Garrison (part of order no. 6) - 70 m3 in total.3. Each time liquid waste is exported, the Contractor shall carry out the liquid waste disposal upon request (by e-mail or fax) of the Ordering Party's representative - Head of the appropriate Infrastructure Service Section.4The Contractor shall not allow the liquid waste to flow onto the territory of the military unit and thus contaminate the environment.5 Each time the waste is exported and the amount of waste from empty tanks shall be recorded in the "Confirmation Card for the export and receipt of liquid waste from the military complex". (separately for each facility) confirmed by the Manager of the appropriate Infrastructure Service Section and the Contractor and the person accepting liquid waste at the disposal site (amount of liquid waste in m3).6. The given amount of liquid waste is an estimate. The actual amount of liquid waste may be changed during the contract execution, without the need to introduce an annex to the contract, provided that the total cost of the service shall not exceed the amount that the Contracting Authority assigned to finance the contract, referred to in § 3 item 2 (according to the contract part).7. The unit price of 1 m3 of waste water used by the Contractor (who shall submit the best bid) to calculate the offered price shall be fixed during the contract term (except for the cases specified in §11 of the contract). The Contracting Authority has provided the estimated amount of waste used only to select a bid. If the employment relationship is terminated before the end of this period, the Contractor or subcontractor shall immediately employ another person in this place.
