The subject matter of the contract is to provide services of collection and management of municipal waste from the Pleśna commune, from properties where residents reside, from properties where holiday cottages or other properties used only for a part of the year for recreational and holiday purposes are located, public buildings in the commune of Pleśna, as well as service, collection and management of municipal waste from the Municipal Selective Waste Collection Point.The subject matter of the contract has been divided into five parts:Part I consisting in collection and management of waste from Sector A, which covers the following locations Rzuchowa, Szczepanowice, Dąbrówka Szczepanowska, Lubinka, Janowice. Number of residents in the sector: ca. 4600, number of buildings: ca. 1500 Part II - collection and management of waste from sector B that includes the following localities: Pleśna, Łowczówek, Świebodzin, Rychwałd, Lichwin, Woźniczna. Number of inhabitants
Part I that includes collection and management of waste from Sector A that comprises the following localities: Rzuchowa, Szczepanowice, Dąbrówka Szczepanowska, Lubinka, Janowice. Number of inhabitants in the sector: ca. 4600, number of residential buildings: ca. 1500, Waste collection includes: 2. Unsorted (mixed) municipal waste, code 20 03 01 Residential property owners - municipal waste will be collected in 120 l and 240 l containers. The Contractor shall provide containers and place them in places indicated by property owners within 2 weeks from the date of signing the contract, however no later than until 31.12.2021.. Selectively collected municipal waste, code: 20 01 01, 20 01 02, 20 01 08, 20 01 39, 20 01 40, 20 02 01, 20 01 99, 15 01 01, 15 01 02, 15 01 03, 15 01 04, 15 01 05, 15 01 06, 15 01 07, The owners of residential properties will carry out selective collection of municipal waste in a bag and container system:yellow with the inscription "METALS, ARTIFICIAL PLASTICS" - plastics, multi-material packaging, metal, - blue with the inscription "PAPER" - paper, - brown with the inscription "BIO" - biodegradable waste, - green with the inscription "GLASS" - glass. Thickness of bags should be selected so as to ensure their tightness. The bags must be printed with the type of waste they are intended for in accordance with the Regulation of the Minister of Environment of 29 December 2016 on the detailed method of selective collection of selected waste fractions (Journal of Laws of 4 January 2017, item 19). Additionally, the Contractor's address and contact details must appear on the bag.Discharge of municipal waste selectively collected in bags directly from residents - once a month according to the collection schedule, with the proviso that collection of biodegradable waste will be carried out not less than twice a month from April to October and once a month from November to March, and from multi-apartment buildings not less than once a week from April to October and not less than every two weeks from November to March. In case of irregularities (confirmed by appropriate documentation), the Contractor shall immediately notify the Principal. The Contractor shall submit a separate schedule for collection of biodegradable waste. Bulky waste, used electrical and electronic equipment, used tyres - 20 03 07, 20 01 36, 20 01 23*, 20 01 35*, 16 01 03Sector AZ Collection of the above mentioned waste will be held in KP 7 containers of 7 m3 capacity, set up in Janowice - plot no. 734/1 (next to a school) - 1 container. 6. The anticipated quantity of all waste during 1 year: 1) for sector A: a) segregated waste - 500 Mg, b) non-segregated waste - 700 Mg, 5. Waste collection in emergency situations The Ordering Party shall consider an emergency situation as a situation that could not be foreseen, e.g. fire, throwing waste into the commune, flood, etc. In such a case the Ordering Party shall notify the Contractor about the necessity of waste collection from the place of the emergency situation. The Contractor shall be obliged to remove the waste within two working days from the notification of the need for additional collection sent to the Contractor by the Principal, unless in such notification the Contractor and the Principal agreed on a different deadline. Within the aforementioned notification the Ordering Party may request the Contractor to place waste containers. The Contractor is responsible for loading of waste Part II encompassing collection and management of waste from Sector B that covers the following localities: Pleśna, Łowczówek, Świebodzin, Rychwałd, Lichwin, Woźniczna. Number of inhabitants in the sector: ca 5,600 persons, number of dwelling buildings: ca 2,000.Waste collection includes: 2. The Ordering Party shall indicate the location of containers, and their organisation, maintenance and operation shall be the responsibility of the Contractor. The service will be performed according to the schedule provided by the Contractor.5. 20 01 32, medicines other than those mentioned in 20 01 31The collection service for sector A will be provided from the Pharmacy in Janowice once a quarter. The collection service for sector B will be provided from the Arnika Pharmacy in Pleśna (opposite the Municipal Office) once a quarter.6.The anticipated volume of all waste within 1 year: 2) for sector B: a) segregated waste - 600 Mg, b) non-segregated waste - 800 Mg. Legionary Cemetery with the bicycle stand - 6 items.Total: 168 1.Baskets will be emptied once every two weeks. Baskets shall be emptied according to the schedule provided by the Contractor on the day of signing the agreement. The Contractor shall exercise due diligence when emptying the bins, in particular remove any litter from the roadway, car park or pavement that may fall out when emptying the bins and containers.) The Contracting Authority reserves the right to indicate locations where the Contractor will place 7 m3 and 1.1 m3 containers upon phone notification, and where they will be emptied only upon phone arrangement The Contracting Authority estimates that during the period of the contract approximately 50 containers of 7 m3 and 150 containers of 1.1 m3 will be emptied. The collection of containers will take place only after telephone consultation and may be reduced depending on the actual needs of the Customer. The quantities of waste removed, as specified in Part III of the Terms and Conditions, may change during the term of the contract within the limits of +/-10% rounded up to the nearest whole number. The Ordering Party shall not incur any additional costs on account of the difference in the quantities of waste transported. The basis for determining the remuneration for collection and management of municipal waste from street bins and containers with a capacity of 7 m3 and 1.1 m3. The remuneration for collection and management of municipal waste from street bins and containers with the capacity of 7 m3 and 1.1 m3 will be determined on the basis of the rate per 1 Mg of collected and managed municipal waste. Unsorted (mixed) municipal waste - code 20 03 01 and selectively collected waste - code 20 01 01, 20 01 02, 20 01 08, 20 01 39, 20 01 40, 20 02 01, 20 01 99, 15 01 01, 15 01 02, 15 01 03, 15 01 04, 15 01 05, 15 01 06, 15 01 07 from the following locations) Pleśna - Market Square - 1 unit, type SM 120 (120 l) - once a week.3) Pleśna - Preventive and Educational Common Room - 1 unit, type SM 120 (120 l) - disposal every 2 weeks. Containers will be provided by the Contractor and set up in places indicated by the Contractor within 2 weeks from the date of signing the contract, but no later than by 31.12.2021. The basis for settling the remuneration for collecting and disposing of municipal waste from public buildings in the Pleśna commune will be the fee for 1 Mg of collected and disposed municipal waste. The Municipal Selective Waste Collection Point (PSZOK) will be located on a plot of land no. 534/2 located in Rzuchowa in the immediate vicinity of the communal sewage treatment plant owned by the Commune of Pleśna. PSZOK is currently in the process of organization. The PSZOK will collect selectively collected municipal waste produced by inhabitants of properties located in the Pleśna commune, who are covered by the waste management system and pay a fee for it to the commune.
