Description
Nedre Romerike brann- og redningsvesen (NRBR) [Nedre Romerike Fire and Rescue Service] intends to enter into a framework agreement for laundry services of work clothing that has been exposed to substances harmful to health such as carcinogenic and mutagenic substances smoke diving and chemical diving. The service will include transport; collection and delivery of work clothing for the fire stations included in this contract.
NRBR has eight fire stations; three with barracks and five part-time stations. The fire stations with barracks will be the main user of the contract (Lørenskog, Skedsmo and Nittedal). We currently have 90 full-time employed fire constables and 70 part-time employees. We currently wash our work clothing ourselves in our own machines. The contract only includes washing of work clothing that has been exposed to substances harmful to health during smoke diving and chemical diving, including exercises. Assignments are performed by call-off when an incident has occurred resulting in work clothing being exposed to substances that are harmful to health, such as carcinogens and mutagenic substances during smoke and chemical diving.Work clothing means turn-out jackets and trousers, overalls, fire hats, fire gloves, uniform trousers and uniform jumpers and wool under-clothing (singlets and pants). One set of work clothing consists primarily of turn-out jacket and trousers, fire hat and gloves, and weighs approx. 5 kg. The work clothing is personal and the contracting authority is responsible for labelling and sorting the work clothing. Underclothing such as uniform trousers and uniform jumpers as well as wool undergarments (wool singlet and wool trousers) will primarily be washed by the contracting authority. We have calculated the extent of the laundry since no statistics are kept on this. We have taken as our starting point the average number of assignments categorised as fire and traffic accidents, since these include smoke and chemical diving, in the last 3 years (2017-2019), and estimate the scope at approx. 2 600 sets of work clothing per year that must be washed. The anticipated value of the procurement is calculated based on price per set with work clothing to approx. NOK 750 000 excluding VAT per year. The contracting authority is not obligated to purchase a specific quantity of laundry services, and reserves the right for variations in the contract quantity.
