RMSO VENTILATION - CONTROL - REFRIGERATION

PROJECT DESCRIPTION
This is a request for a standing offer to provide contractor services on an as-needed basis the qualified personnel, materials, equipment, tools, and any other supplies or knowledge required to construct, repair and maintain ventilation systems, including the controls and refrigeration, in federal government buildings in accordance with the Statement of Work at Annex A. These buildings are generally situated within 50 km of the Federal building located at 1550 D'Estimauville Avenue in Quebec City, but some are within 150 km. Note that the Valcartier
Garisson, the Defence Research and Development Canada in Valcartier and the Donnacona Institution lie within the 50 km radius.
The contractor shall be able to perfom the following work:
1.Venting systems and their various components (ducts, fans, flexible connections, modulating valves, etc.);
2. Control device systems used to modulate ventilation, heating and air conditioning (HVAC) systems;
3. Air conditioning units;
4. Supply air humidification units;
5. Small cooling equipment in various locations in the building
(refrigerated drinking water fountains, cold room, freezer room, independently-controlled air conditioning units), including various components (ducts, ventilators, flexible connections,
modulating valves, etc.);
6. cooling equipment with cooling capacities of over 30 tons, requiring advanced skills.

MANDATORY CRITERIA AT CLOSING DATE
- Hold valid licence 15.8, 15.10 and 16.0 from RBQ;
- Provide a price for each item of the Basis of Payment.
- To directly employ 2 companion tinsmiths
- To directly employ 2 companion electricians
- To directly employ 2 companion refrigeration mechanics
- To directly employ 1 apprentice tinsmith
- To directly employ 1 apprentice electrician
- To directly employ 1 apprentice refrigeration mechanic

MANDATORY CRITERIA PRIOR TO CONTRACT AWARD
Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder. If the required names have not been
received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to comply will render the bid
non-responsive.

Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals aforementioned within the time specified. Failure to provide such Consent Forms within the time period provided will result in the bid being declared non-responsive.

PERIOD OF WORK
The period for making Call-ups against the Standing Offer is from the issue date to November 20, 2020. The Standing Offer can be extended for four (4) additional 1 year periods.
