Description

Lindlar is an old "industrial village" in the Bergisches Land, characterised by greywacke quarrying. A few kilometres away is the Leppe landfill, known mainly as the Regionale 2010 project Metabolon. Over the past two years, the municipality of Lindlar has drawn up a municipal development concept and an integrated urban development concept (ISEK) for the main town of Lindlar. The ISEK contains a catalogue of measures for the essential open spaces in Lindlar. They are to be qualified in planning terms and interlinked within the framework of the competitive dialogue. With regard to a formative and conceptual bracket, which binds together the different questions and topics of the action areas, cross-sectional topics are to be included for the entire area.The municipality of Lindlar is applying with the project for the REGIONALE 2025 in the Bergisches Land.
The subject of the competitive dialogue is an integrated planning in which circular economy, climate change adaptation concept and open space are closely interlinked. The project offers a framework for the exemplary transformation of the urban space with regard to the requirements of climate change adaptation and the circular economy by means of various measures in the public open space.On the basis of the award criteria, the monitoring committee will select from the 4 planning teams of phase 1 and 2 planning teams for the in-depth phase, phase 2 of the award procedure.* Phase 1: Start with a planning workshop with the citizens + colloquium at the beginning of March, submission at the end of March with an interim presentation in a citizens' forum, the following day selection meeting by the monitoring committee Task: Overall design idea taking into account the cross-cutting issues, exemplary presentation for a sub-area.* Phase 2: Start with a consultation/briefing to specify the planning task, submission after approx. 6 weeks, beginning of June: selection of the office/team to which the planning services are awarded. Task: design concept, climate change adaptation concept and material concept, exemplary elaboration for sub-areas. The selected team will start working on the "pre-contractual services" immediately after the decision, i.e. the VgV procedure for the planning services for the entire open spaces (chargeable costs KG 500 approx. EUR 6-7 million) will be combined with the UVgO award of the planning services with regard to the urban development funding application. The UVgO services will be awarded to the winner of the competitive dialogue (in accordance with VgV). The fee for the UVgO services will later be offset against the total fee. The contract negotiations for the planning services of the planning team will then take place in parallel with the preparation of the funding application.* The following contracts will be awarded:- Planning services for outdoor facilities, in accordance with §39 and Appendix 11, HOAI 2021- Climate change adaptation concept- Technical support Urban Mining Design for the overall project* Participation in the public participation events and the meetings with the monitoring committee are mandatory for all participating planning teams. Constructive dialogue with the public, city administration, awarding body and politics are the basis of the planning procedure.
