Description

Coordination, control and planning services as area representative for the urban development development area around the Spreekanal in Berlin-Mitte. The urban redevelopment area defined by Senate resolution No. S-2814/2019 of 10.12.2019 according to § 171b BauGB extends from Fischerinsel to Monbijoubrücke, with the Spreekanal bordering on the UNESCO World Heritage Site Museum Island. The commissioner is to support Berlin in all tasks of area management and measures as well as public relations and citizen participation and the use of funds from the urban development support programme Living Centres and Districts in the Supporting Landscape. The main task is the preparation and decisive coordination of the application for planning approval as well as support in the planning approval procedure for the later realisation of the Flussbad Berlin project. In doing so, the preservation of historical monuments and urban planning issues are to be taken into account.
The definition of an urban redevelopment area forms the urban, legal and financial framework for measures to enhance the urban development in the area's scenery as well as for the necessary process support and control. In particular, the objectives of inner-city strengthening and climate protection are in the foreground. The urban redevelopment area surrounding the Spreekanal, which has been defined since 10.12.2019 according to § 171b BGB (German Civil Code), is located in the Mitte district, district of Mitte and covers an area of approx. 18.2 ha. Approx. 2 408 inhabitants live in the area (as of 2018). The definition of the area has a duration of 15 years. The urban redevelopment area surrounding the Spreekanal comprises the Spreekanal as well as adjacent bank reinforcements and bank areas extending beyond it, in which construction measures are to be implemented taking into account the interests of monument conservation and urban planning. The basis for the definition of the area is the urban development concept for the activation of the Spreekanal presented by Flussbad Berlin at the end of 2018. The association Flussbad Berlin e. V. has further developed the civil society supported idea and presented a preferential variant, which includes the entire Spreekanal and 3 measure areas. The area/development backdrop partially overlaps with the formally defined development area capital Berlin - parliamentary and governmental district. The Federal Government and the State of Berlin are providing a total of EUR 6.165 million for the first project in the development backdrop Schlossfreiheit - Freitreppe zur Spree in the years 2019-2023 as part of the Federal Programme National Urban Development Projects. This sum includes funds for the planning and construction of the seating step system (project sponsor: DSK GmbH) as well as for process support by the Verein Flussbad Berlin e. V. The use of funding in the urban redevelopment area around the Spreekanal is planned from the urban development funding programme Living Centres and Districts. The following coordination, control and planning services are required as area representatives:- the preparation, coordination of planning services as a basis for the application for planning approval as well as support in the planning approval procedure for the realisation of the project Flussbad Berlin (main task);- the definition of the package of measures to be carried out in the urban redevelopment area surrounding the Spreekanal, taking into account the interests of monument preservation and urban planning, as well as the targeted coordination and control of the planned measures and projects;- the networking of a large number of Berlin and federal authorities and institutions to be involved, with various actors and cooperation partners and public participation and organisation of public relations work for all measures and projects of urban enhancement in the area's backdrop. In addition to planning issues, the planning approval procedure also has to clarify water management and water law issues, as well as, within the framework of an environmental impact assessment, the aspects of monument law and the compatibility of the planned measures with the World Heritage Site. Within the scope of its responsibility, the Senate Administration for Environment, Transport and Climate Protection (SenUVK) is the planning approval authority. The services include coordination with the client as well as with the parties involved and, in particular, with the original project sponsor Flussbad Berlin e. V. The contract also includes the coordination and supervision of the activities of the steering group convened by the SV für Stadtentwicklung/Wohnen (SenSW). The services are to be provided in the period from 1.1.2021 to 31.12.2024. They are structured in detail in 6 service modules (LB), which can be found in the comprehensive service description (see tender documents). For the contract period 2021-2024, an annual requirement of 2,400 hours (1.5 person hours/year) is assumed. If the need is proven, an increase of up to 400 hours per year is possible from 2022 -2024 in agreement with the client.
