This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

The Department of Veterans Affairs Dallas VA Health Care System located in Dallas, Texas is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below.

The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME.

PROJECT REQUIREMENTS: The Dallas VA Health Care System (VANTHCS) in Dallas, Texas, requires Medical Literature Search Service for the facility.

A. TITLE OF PROJECT: Medical Literature Search Service

B. BACKGROUND: Medical literature search requests to the VA North Texas Health Care System (VANTHCS) Library Service continue to increase as awareness of the library grows. During peak periods, there are instances where an additional searcher would alleviate some volume which would allow us to continue to provide high quality, relevant information in a timely manner, since acquiring a non-clinical FTE is not an option, we would like to establish an agreement with an independent information professional who could be called on an as needed basis to perform literature searches. Since most information resources are digital, a literature searcher can be highly effective in any location as long as the results can be emailed to us.

C. SCOPE OF WORK: The vendor shall execute, analyze and deliver medical literature search results from requests sent by the VA North Texas Health Care System (VANTHCS) Library Service staff. Results should include bibliographic information as well search parameters. PubMed, a free service of the US National Library of Medicine, should be the only database used for VANTHCS medical literature searches unless proprietary databases at the vendor site are authorized to be used for a search. Results should be emailed to the general VANTHCS Library Service user group: NTXLibrary@va.gov.

E. REPORTING REQUIREMENTS:

Turn-around time for medical literature search requests should will typically be 24 48 hours. If more time is required, the Vendor contact Library Service staff at which time a decision to continue the search or cancel it will be decided.

F. GOVERNMENT RESPONSIBILITIES:

The Government will not need to furnish any materials or equipment; employees will use existing hospital computers, their personal computers, or their personal mobile devices. Staff may also access the database remotely from any Internet-based computer, provided they have previously requested offsite access from a computer on the hospital network
