This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSPS who qualified under “Tier 1” for the following stream(s): Stream 3: Project Management Services Stream (GSIN: R019BF) 3.8 Financial Specialist – Senior x 2 resources 3.8 Financial Specialist – Intermediate x 2 resources 3.8 Financial Specialist – Junior x 2 resources
Only selected TSPS SA Holders currently holding a TSPS SA for Tier 1 in the National Capital Region under the E60ZT-16TSPS series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five (5) business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date.

DESCRIPTION OF THE REQUIREMENT The requirement is issued under the framework of the E60ZT-16TSPS Supply Arrangement for Task and Solutions Professional Services (TSPS), seeking for Financial Specialists (Stream 3, Category 3.8, various levels) on cost estimation and financial due diligence services for new and redesigned programs or investments.
EVALUATION PROCESS AND SELECTION METHODOLOGY Competition: Highest Combined Rating of Technical Merit 70% and Price 30%

PROPOSED PERIOD OF CONTRACT Initial contract period is three (3) years from Contract Award to October 31, 2022, with one irrevocable one-year option.
ESTIMATED LEVEL OF EFFORT The estimated levels of efforts for the resources are:
Initial Period • Senior level – 300 days • Intermediate level – 900 days • Junior level – 300 days
Option Year 1 • Senior level – 100 days • Intermediate level – 300 days • Junior level – 100 days
