Description

The services requested, which are grouped together as "supply and operation", include- supply, maintenance and operation of a temporary GWRA with 500 m flexible pipeline and 3 waste water pumps over a period of 35 days,- regeneration of an existing ditch by removal, renewal of the gravel fill and re-installation- supply and installation of 8 pumps in existing well shafts and separators,- the supply and installation of a complete, operational, technically flawless groundwater purification plant including all measuring and control systems for the purification of groundwater with a volume flow of 1.25-8 m³/h and pollutant contents of 13.3-210 mg/l alkylphenols and 0.5-4.7 mg/l alkylbenzenes,- the operation of the GWRA over the above-mentioned period,- the skimming and disposal of BTEX and phenol-containing paint resin phases from phase skimming pipes and GW measuring points,- warranty management,- the execution, coordination and technical support of the services for analytical self-monitoring including the evaluation,- the execution, coordination and technical support of the services for well and pipeline regeneration including the evaluation of the results relevant for operational management,- the control of the plant on the basis of the technical specifications of the client (supported by a project manager) within the scope of technical feasibility,- the coordination with the client (supported by the project manager),- the dismantling of the GWRA and infrastructure after completion of the renovation,- reporting and documentation.Award criterion Quality: Technical specifications for the performance:E1: Technical description of the structure and functioning of the GWRA and graphical representation of the structure and functioning of the GWRA (P&ID flowchart) 0-4 points;E2: Description of the system control and monitoring, description of the procedure for data backup and archiving and visualisation of the GWRA as well as external access via remote data transmission 0-4 points;E3: Detailed information on media consumption (electricity, activated carbon, chemicals) as well as disposal costs (used media, paint resin/oil phases) 0-4 points;E4: Description of the measures to prevent:E4.1: Lime, iron, manganese precipitation 0-4 points;E4.2: Foaming and resinification 0-4 points;E4.3: Anaerobic degradation processes or their negative effects on the environment 0-4 points;E4.4: Formation of sulphide, sulphur/hydrogen sulphide or their negative effects on the environment (emissions/colmation of the infiltration ditch) 0-4 points.E5: description of the measures to ensure continuous plant operation, concept for ensuring continuous, local plant support by specialist personnel (24 h/d and 365 d/a) and quality assurance of self-monitoring 0-4 points;E6: technological description of the procedure for regenerating the drainage systems and the infiltration ditch and description of the type of phase extraction and phase quantity measurement 0-4 points.Award criterion Costs:Evaluation methodology:1) The bidder with the lowest fee receives the optimal evaluation (60 points);2) For the fees of the other bidders, the points are determined using the triple rate in relation to the lowest fee. example: a bidder with double the fee receives 30 points
