The U.S. Naval Research Laboratory (NRL) intends to issue a Request for Proposal (RFP) for the requirement entitled "Transmitting Energy Radio Frequency (RF) Systems". The Naval Research Laboratory (NRL) Space Systems Development Department (SSDD has a requirement to support applied Research & Development (R&D) programs with U.S. Navy and non-Navy sponsors to provide for the execution of specific RF engineering, analytical, and technical efforts to support evolving aerospace technology where the results of such efforts will ultimately support the Navy's mission.

This acquisition is focused on space to ground research for transmitting energy across the RF spectrum to various objects in space. This energy will be processed by the object and the results of that processing will be collected by other antennas at various locations around the world for analysis.
This acquisition will be solicited and awarded on a full and open competition basis in accordance with procedures established under FAR Part 15. NRL intends to issue a single-award Cost Plus Fixed Fee contract, with a base Period of Performance of twelve months from the date of contract award, plus four (4) twelve month option periods. The North American Industry Classification Systems Code for this effort is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), which has a size standard of 1000 Employees.
The RFP will be posted to this Federal Business Opportunities website on or about 21 October 2019. All Offerors must be registered with the System for Award Management in accordance with FAR and DFARS requirements. All responsible sources may submit a proposal in response to the RFP which will be evaluated in accordance with RFP.
