This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
 
Solicitation number W31P4Q-19-Q-0105 is issued as a request for quotes (RFQ). The Government reserves the right to award without discussions.
 
The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition
Circular 2005-80.
 
This requirement is a small business set aside. The associated NAICS code is 334515.  The small business size standard is 750 employees.
 
Description of the requirement is as follows: Solicitation Number W31P4Q-19-Q-0105 is issued as a request for a Firm Fixed Price quote to purchase a quantity of one (1) Torque Wrench Calibration System to be utilized by USATA's Applied Physical Standards Laboratory.    
 
 
Torque Wrench Calibration System Specifications
 
The U.S. Army TMDE Activity (USATA) located at Redstone Arsenal, Alabama has a requirement for purchase of 1 torque wrench calibration system with the following specifications:
 
System is to calibrate analog, digital, or snap action torque wrenches
A mode to capture first peak torque is required
Torque cells covering the range of 5 ozf-in to 2000 lbf ft capacity)
Accuracy: 0.5 %Reading (Applied Torque) from 5 ozf-in to 50 ozf-in
Accuracy: 0.25 %Reading (Applied Torque) from >50 ozf-in-2000 lbf-ft
 
Equipment Required:
Indicator that indicates applied torque and peak torque
Mechanical Loader with capability of applying torque from 5 ozf-in to 2000 lbf-ft
Joint Rate Simulators with capacities of 50, 400 and 1000 lbf-in
Torque wrench extension arm to calibrate torque wrenches greater than 500 lbf-ft
Torque screwdriver testing kit
Software and cables required for operation or calibration
Torque cell calibration kit containing:
Calibration Stand
2.5, 5, and 10 inch torque calibration wheels
40 inch calibration arm
Weight set consisting of calibrated weights and hangers to calibrate the provided torque cells to capacity
 
The US Army Contracting Command, Redstone Arsenal, intends to issue a firm fixed price contract for this purchase. The Government intends to use the policies and procedures of FAR Part 12 in conjunction with those at FAR Part 13 for this effort.
 
The U.S. Army TMDE Activity, Redstone Arsenal, AL (Acceptance DODAAC: W80RA6) shall be responsible for the receiving, inspection and acceptance requirements of DFAS Wide Area Workflow (WAWF) for this requirement.

Period of performance will be determined based on the delivery schedule provided in the offerors quote and will be used as a best value factor for evaluation purposes.
 
Provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and any addenda to the provision also apply.
 
Provision at 52.212-2, Evaluation - Commercial Items, is applicable. The lowest price technically acceptable is the sole evaluation factor. Non cost factors are of equal importance to price.
 
Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -
Commercial Items.
 
Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and any addenda to the provision also apply.
 
Clause at 52.212-5 Contract Terms and Conditions - Required to Implement Statutes or Executive Orders -
Commercial Items, also applies to this acquisition and additional FAR clauses may be cited as needed.
 
Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. Payment shall be made through Wide Area Work Flow (WAWF), in Accordance with DFARS 252.232-7006.

Oral Communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency. Quotes are due no later than 5:00 pm CST on 17 July, 2019.
 
Evaluation Criteria:
 
Offeror quotes will be evaluated as technically acceptable in accordance with required specifications.
 
Delivery will be evaluated as a best value factor.
