·       Space is for a Law Enforcement Agency
 
Proposed locations must meet the following special requirements:
·       For the security and safety of the agency’s Agents, support personnel, and law enforcement operations, agency cannot be collocated with Federal, State, local Government Agencies, or private firms whose primary clientele are involved or have ties to criminal elements.
 
·       Agency cannot be collocated with other agencies or entities providing probation and/or parole services, halfway houses, drug abuse counseling/rehabilitation programs, and similar social service and welfare type programs.
 
·       Building entrances/exits are not to be located within line of sight, or the vicinity of a school, day care center, or park.
 
·       Contiguous space on a single floor is required.
 
·       Second story and above floor space is preferred, but first floors will be considered if the following can be provided:
a.     20 foot setback from building to all sidewalks, roads, parking lots, and vehicular access points
b.     Fencing at the lessor’s expense based on agency’s risk and vulnerability assessment
c.     Fragment Retention / Blast Protection window film at the lessor’s expense
d.     Other first floor tenants must not be service/retail oriented or businesses that generate heavy vehicular and foot traffic
 
·       24/7 access required, 365 days a year
 
·       A direct access pathway/route, with minimum exposure to the general public, to the Government’s space from the parking area, is required. This can be achieved via the use of a secondary building entrance, such as a loading dock, and a freight or passenger elevator with a lock-out feature.
 
·       24/7 access to the “direct access path,” as described above, shall be provided – this may be met by providing full access to a side or emergency exit, a loading zone, loading dock or simply another entrance to the building.
 
·       Agency’s Security Unit will evaluate all potential sites by conducting a risk and vulnerability assessment.
 
·       In multi-story buildings, an elevator with a card reader system, or a means to temporarily lock and isolate for the use of the Government is required.
 
·       The proposed site shall have at least two means of vehicular street access to prevent the possibility of entrapment.
 
·       14 secured parking spaces are required for GOVs which may remain overnight.  Secured parking can be accomplished in a variety of ways; one option would be in the form of an enclosed onsite or adjacent garage with a standard clearance height of 7’.  An alternate method to provide secured parking can be accomplished through an onsite/adjacent surface lot with a fence (Fencing requirements shall be included in the solicitation.)  Any required fencing shall be at Lessor’s expense.
 
·       If underground parking is provided there should be a minimum of 2 egress routes for the safety of the tenants.
 
·       Lessor must allow Government antennas to be affixed to the roof.

Expressions of Interest should include the following:
1.    Building name and address and location of the available space within the building. The building site/lot plans, interior building layout drawings/pictures (with dimensions shown preferably) reflecting the space that is being offered.
2.    Identification of public transit routes/stops near the property offered.
3.    Rentable square feet available, and expected rental rate per rentable square foot, fully serviced.
4.    ANSI/BOMA office area (ABOA) square feet to be offered, and expected rental rate per ABOA square foot, fully serviced.  Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any.
5.    Date of space availability.
6.    Building ownership information.
7.    Amount of parking available on-site and its cost.  Include whether expected rental rate includes the cost of the required Government parking (if any).
8.    Energy efficiency and renewable energy features existing within the building.
9.    List of building services provided.
