Description
In recent years, the Main-Kinzig district has built up a passive broadband network and leased it to an operator in order to provide citizens and commercial enterprises with broadband access with bandwidths of 25-50 Mbit/s and beyond into the gigabit range. The expansion is to be driven forward in order to achieve the broadband goals of the federal government in the direction of a gigabit society. To this end, an area-wide fibre optic network with gigabit connections to buildings is to be constructed in the district. The active operation is to be carried out by a telecommunications company. The aim of this procedure is to find a suitable provider who will lease the network, carry out the active operation and market gigabit services to third parties.
In recent years, the Main-Kinzig district has built up a passive broadband network and leased it to an operator in order to enable broadband access with bandwidths of up to 50 Mbit/s for citizens and commercial enterprises (VDSL). The expansion is to be driven forward in order to achieve the broadband goals of the federal government in the direction of a gigabit society. To this end, the focus is now on all buildings in the district. Here, gigabit bandwidths are not achieved in many areas.The Main-Kinzig district intends to establish gigabit-capable connections for all buildings in the entire district area except in the city of Hanau, but in Hanau Klein-Auheim and Hanau Mittelbuchen. The basis for this is the framework regulation of the Federal Republic of Germany for the support of the area-wide development of gigabit networks in "grey areas" of 12.02.2021 (Gigabit Directive).The fibre optic network is to be leased to a telecommunications provider. The provider operates the network and provides services to end customers. The aim of this procedure is to find a suitable provider to build and operate the active network and market the gigabit services to customers. The provider receives passive access to the collocation points of Breitband Main-Kinzig GmbH. From here, access to each connected building is possible.A planning of the connection of the buildings to the existing network of Breitband Main-Kinzig GmbH took place. The realization of the connections is carried out according to the material concept of the federal government. According to current planning, we assume the following maximum quantities. These can change in the course of the realization time by market development and thus still reduce - altogether approx. 50,400 buildings of 98,000 buildings are promoteable expandable. Of these, 7,500 buildings are expected to be expandable from 2023. The expansion of the buildings will take place from the beginning of 2022 and is expected to take 5 years. The necessary civil engineering and material procurement will be awarded by autumn 2021. The provider will be closely involved in the rollout of Breitband Main-Kinzig GmbH.Companies wishing to offer the necessary operator services (providers) are requested to submit the listed information and evidence as well as a bid in accordance with this announcement by the expiry of the bid deadline specified in section IV.2.2 in the publication.The bids to be submitted must contain, among other things, information on the technical implementation, the bandwidths to be achieved as well as the expansion possibilities of the broadband solutions and future increases in bandwidths and, in particular, the capacity of the backbone feed. For the term of the licence, the provider must undertake to provide open and non-discriminatory access to the installed wholesale infrastructures, in particular access to bitstream layer 2/3, but also optionally the process for access at the duct level, fibre level and to collocation areas.
