Description

The grantor intends to conclude a concession agreement with a telecommunications company for the construction and operation of a nationwide high-speed network and the provision of retail services in the project area in order to supply all citizens and traders in the sub-areas described in more detail below with broadband telecommunications services in the project area. On May 21, 2019, the grantor of the concession received a provisional grant as part of the Federal Government's funding program "Funding to Support Broadband Expansion in the Federal Republic of Germany". The provisional funding commitment covers both underserved districts and industrial estates. In addition, the grantor has applied for co-financing in accordance with the "Richtlinie des Landes Nordrhein-Westfalen zur Kofinanzierung" ("Richtlinie des Landes Nordrhein-Westfalen zur Kofinanzierung" ("Guideline of the State of North Rhine-Westphalia on co-financing") of the federal programme "Förderung zur Unterstützung des Breitbandd Ausbau in der Bundesrepublik Deutschland" ("Funding to Support Broadband Expansion in the Federal Republic of Germany"), which is intended to identify suitable bidders who will provide customary broadband services throughout the project area. The respective private network operator receives the right or assumes the obligation to set up the corresponding broadband infrastructure, install active components, put the NGA network into operation and operate it, and provide the local end customers and interested third parties with corresponding services and offers (telephony, Internet, value-added services such as IP-TV, as well as wholesale products based on Open Access) at normal market conditions. The aid is to be granted in the form of State aid amounting to the so-called economic gap, i.e. the difference between the net present value of all revenues and the net present value of the costs of setting up and operating the network. The aim is to have the longest possible contract term of at least 15 years, but at least over a period of seven years.the tender is technologically neutral.the grantor of the concession has also published seven additional notices concerning the conclusion of a concession contract for the construction and operation of a nationwide high-speed network and the provision of retail services.
