Pipeline and road construction/project planning Engineering services In its ruling of 4 July 2019, the European Court of Justice finally decided in the infringement proceedings concerning the HOAI that the minimum and maximum rates stipulated in the HOAI are contrary to European law. Where reference is made to the HOAI in the present VgV, it is pointed out that the fee tables are intended to serve as a price orientation. It is also legally permissible to make offers that lie outside the previous minimum and maximum rate regulations. The following civil engineering planning services are required: - water pipeline;- district heating pipeline;- low-voltage road;- communication empty conduits.The VgV procedure includes the planning of pipelines and roads:- planning of civil engineering structures according to HOAI 2013.part 3, section 3, LPH 3 to 9, divided into - water supply - according to ALG 1;- cable construction (low voltage, street lighting, micro pipe system) - according to ALG 4;- local heating network - according to ALG 4;- object planning traffic facilities according to HOAI 2013 part 3, section 4, LPH 5 to 9. As special services it is intended to commission: - local construction supervision;- incorporation according to HOA § 8 (3);- construction survey according to HOAI/Appendix 1.4.7 LPH 2 and 3, only for the traffic facilities;- SiGeKo;- integrated divisional planning (The service includes the necessary coordination with the divisional agencies, the incorporation of their planning in coordinated route plans and the examination of positional and height-related conflicts. Within the framework of LPH 5, the road cross-sections are coordinated with the supply and disposal providers with regard to the division of the traffic area and the route location. Once the respective individual plans have been drawn up, a coordinated pipeline layout plan showing all planned media and drainage facilities is drawn up and sent to the respective specialist planners for examination and, if necessary, adaptation. After revision of the suggestions and comments by the specialist planners, a binding pipeline plan is adopted as a conclusion for LPH 5 on the basis of the revision);- Coordination of the overall project (This service includes the necessary coordination of all divisional agencies in the preparation of the tender documents as well as in the context of site management and local construction supervision. The services will be remunerated at a flat rate);- Cost control according to ZVB - Ing Section 8.7 (2015 version) In addition, a target/actual comparison and a forecast of the total construction costs must be prepared monthly;- Monitoring of the rectification of defects;- Cost allocation according to DIN 276 The contract is intended to be awarded in accordance with the provision of funds. It is expressly pointed out that there is no legal claim to the assignment. Schedule;- Start of execution planning directly after conclusion of the VgV from June 2020;- Line construction work March 2021 to Dec. 2021;- Cable construction work March 2022 to April 2022;- Road construction work March 2022 to Dec. 2022;- Overall completion 2022.The construction costs are indicated in EUR net (BA 1 + 2): - cable construction (low voltage, street lighting, micro-pipe system) 350 000 EUR;- water supply 440 000 EUR;- district heating pipeline construction 750 000 EUR;- road construction 970 000 EUR.The construction project is supported by urban development funding. The following services shall be provided by the following technical participants and shall be coordinated by the Contractor, agreed with his services and incorporated into them: - preservation of evidence;- heap sampling and disposal;- coordination of the measure with the renovation work of Stadtbau GmbH;- coordination of the measure with the supply agencies;- coordination of the measure with the town planning office;- coordination of the measure with the garden and cemetery office.
