Description

The town hall forecourt is to be rebuilt and a contemporary, multi-purpose (including markets and events) and barrier-free town square is to be developed. The aim is to transfer the previous planning studies into a project planning taking into account all necessary requirements for usability and accessibility.the assignment is carried out as an engineering service for traffic facilities according to § 47 HOAI step by step, first for LP 2, 3 and 4 (partially, until the BPU is created).in the course of the previous work, a framework concept with possible conversion proposals has already been prepared. Especially for the town hall forecourt, a traffic feasibility study for the relocation of the cycle path was prepared. Furthermore, a climate study has been prepared for parts of the old town: all conceptual preliminary studies are to be used as a basis for the preliminary planning and are to be considered further with regard to their feasibility, including the current green space at Mühlengraben (so-called Wallreminiszens) up to Jüdenstraße. In particular, the urban planning and transport aspects with special attention to accessibility must be taken into account. This also includes the preparation of a tree survey, especially with regard to the climate targets and the limitation of precipitation water discharge, as well as the multi-functionality of the use of the course and its playability. In particular, effective solutions for supplying market stalls with the necessary media (electricity, water, etc.) both in everyday operations and at special events are being sought - taking into account accessibility, design and operator concept. However, only as a conceptual solution, the necessary specialist planning will be commissioned separately if necessary.a concrete planning concept including the investigation of up to 3 variants is to be drawn up for the preliminary planning.during the construction period, traffic control and the maintenance of operations are to be taken into account. This must be taken into account with particular attention when drawing up the BPU. Participation and coordination: Various coordination meetings must be scheduled in the course of the planning process. A close coordination with the affected specialist offices (civil engineering office, green space office, monument protection, urban planning), the BVG, but also with the regional commissioner and the economic development department, especially with regard to the type and extent of information, is necessary With regard to the new restrictions on discharge and the microclimatic requirements which are becoming more and more important, it is essential that an early involvement and coordination with the BWB and the contact architect for urban monument protection is carried out.It is assumed that regular district coordination meetings (working meetings) will be held with the specialist offices concerned (in the office building and/or on site) and that the public will be regularly informed and involved by the Old Town Management about the current planning processes and work status. This requires an intensive exchange of ideas and input. Two events are currently planned to ensure effective participation of the general public. At least one presentation in the district committee is also to be scheduled for the preliminary planning and all voting rounds are to be recorded. Due to the large number of actors to be involved, the need for coordination is expected to be above average. An exact forecast of the necessary presentations is not yet possible at this point in time. The basis for the assignment is the valid sample contract of the Senate Department for Urban Development and Housing for architectural services including AVB (available at: www.stadtentwicklung.berlin.de/service/rundschreiben). The planning and working language is German.
