Description

Kliniken der Stadt Köln gGmbH (hereinafter referred to as AG) intends to implement a patient-specific blistering system (PIV) including the supply of consumables and the conclusion of a service and maintenance contract for the provision of system services (support & service) with a 36-month term as part of this tender procedure. The system is to be used to implement the automated packaging and control of daily requested and pre-validated, fixed individual doses of medicines in connection with a digital medication management system that is also being tendered for procurement. The implementation of the system is intended to increase the safety of drug therapy. Errors in the dispensing process are to be reduced by the automatic blister packaging machine. The system to be implemented at the Merheim site is intended to supply normal wards at the Merheim and Holweide sites.

Currently, medicines are mainly delivered by the pharmacy on a ward-by-ward basis. The nursing staff on the ward compile the prescribed medication for each patient manually (usually during night duty) from the ward stocks on the basis of paper documentation. The AG uses the ClinicCentre application from Mesalvo as its HIS. Medication management is currently carried out by manually checking the paper file. The introduction of a digital solution is planned. The tendering process initiated for this is currently underway.

It should be noted that the services in question are financed by the Hospital Future Fund (KHZF), which is refinanced by the European Union's Recovery and Resilience Facility (ARF). In this respect, the procurement of the services in question is subject to the relevant conditions under grant law.

The client has the option to extend the contract twice beyond the initial fixed term. It can extend the term of the service and maintenance contract for the provision of system services (Support & Service) by one year at a time, i.e. up to a maximum contract term of 5 years, by means of a unilateral written declaration.

In accordance with the tender documents, including the (partially) functional service description, the contractor (hereinafter referred to as "Contractor") is to be commissioned with the implementation of a system for patient-specific blistering that is ready for acceptance, i.e. essentially free of defects and compatible with the current IT landscape.

In this respect, all necessary services are to be provided in accordance with the (partially) functional service description, from project planning and design to installation and commissioning through to system services (support & service).
