The Société québécoise des infrastructures (hereinafter the "Company") is conducting a public call for tenders for the contract mentioned in title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.
Electronic submissions are permitted under this call for tenders.
Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.
IMPORTANT NOTICES
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contract documents and does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and forward it to the Company at the following e-mail address: infoAO2@sqi.gouv.qc.ca
PROBABLE DELIVERY PERIOD
The successful tenderer must undertake to deliver and install the furniture in 4 separate lots.
For the 450 m2 development project located on the 1st floor of 1075, rue de l'Amérique Française in Quebec City, the probable delivery period for the goods is between October 15, 2019 and November 15, 2019. To submit a bid, the supplier must be able to deliver and install the goods and services by November 15, 2019.
For the 200 m2 development project located on the ground floor of 445 Saint-Gabriel Street in Montreal, the probable delivery period for the goods is between October 1, 2019 and November 1, 2019. To submit a bid, Société québécoise des infrastructures must be able to deliver and install the goods and services by November 15, 2019.
For the 350m2 development project located at 100 Laviolette Street in Trois-Rivières, the probable delivery period for the goods is between January 15, 2020 and March 1, 2020. To submit a bid, the supplier must be able to deliver and install the goods and services by January 15, 2020.
For the 2nd development project located on the ground floor of 445 Saint-Gabriel Street in Montreal, to submit a bid, the supplier must be able to deliver and install the goods and services no later than December 15, 2020.
The successful tenderer will be authorized to deliver the furniture to the targeted addresses only after the Company's authorization. No storage space is available at the Company for furniture awaiting installation.
BID SECURITY
The bid must be accompanied by a bid security equal to 10% of the bid amount.
►Lorsque the bid is submitted in paper form, this bid security must be in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the article "Bid Security" of the Instructions to Bidders.
►Lorsque the bid is transmitted electronically, this bid security must be presented in the form of a bond or irrevocable letter of guarantee and comply with the conditions mentioned in the article "Bid Security" of the Instructions to Bidders. No other form of warranty is accepted with this mode of transmission.
CONDITIONS
Only bids submitted by bidders that meet the following condition, among others: to have in Québec, or in a territory covered by an applicable intergovernmental agreement, an establishment where it operates on a permanent basis, clearly identified in its name and accessible during normal business hours.
RECEIPT AND OPENING OF BIDS
Receipt of bids:
a) Submissions sent in paper form:
Paper bids must be received at the Company's bid reception desk located at 525 René-Lévesque Boulevard East, 5th Floor, Québec City, G1R 5S9, no later than the deadline date and time indicated in the Supplementary Instructions.
(b) Electronic submissions:
Electronic submissions must be received through the SEAO at the following address: www.seao.ca, no later than the deadline date and time indicated in the Supplementary Instructions.

Opening of bids:
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of paper bids.

COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints filed with the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.
INFORMATION
Bidders wishing to receive details of the call for tenders must contact the person designated below in writing, making sure to mention the contract number, no more than three working days before the deadline for receipt of tenders. If such a request for clarification is received two business days or less before the deadline for receipt of bids, the Company reserves the right not to consider it.
