The ABC for each of the One Million Five Hundred Ninety-Two Thousand Fifty-Three and 26/100 Pesos (Php 1,592,053.26) lots are as follows LOT NO. DESCRIPTION ABC, VAT-EXCLUSIVE, ZERO-RATED TRANSACTION 1 Supply and Delivery of Other I.T Supplies Nine Hundred Seventy-Two Thousand Three Hundred Fifty-nine and 76/100 Pesos (Php 972,359.76)VAT Exclusive, Zero-Rated Transaction. 2 Supply and Delivery of Other Hardware Supplies Three Hundred Ninety-Five Thousand Seven Hundred Twelve Pesos (Php 395,712.00) VAT Exclusive, Zero-Rated Transaction. 3 Supply and Delivery of Other Educational Supplies Two Hundred Twenty Three Thousand Nine Hundred Eighty One and 50/100 Pesos (Php 223,981.50) VAT Exclusive, Zero-Rated Transaction. Source of Funds: Corporate Budget for CY 2018 “NOTE: Bidders may bid on one or any of the lots.” Bidders should have completed, within the last three (3) years before the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. PAGCOR will hold a Pre-Bid Conference, which shall be open to prospective bidders. All particulars relative to Pre-Bid Conference, Detailed Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its IRR. Opening and Preliminary Examination of Bids January 8, 2019, 2:01pm, 3:00pm 3rd Level, Casino Filipino Cebu, Waterfront Cebu City Hotel and Casino, Salinas Drive, Lahug Cebu City Interested bidders may obtain further information from the Procurement Department (PD), acting as the BAC Secretariat, of PAGCOR and/or inspect the Bidding Documents at the 3rd Level, Casino Filipino Cebu, Waterfront Cebu City Hotel and Casino, Salinas Drive, Lahug Cebu City from 9:00 a.m. to 6:00 p.m. A complete set of Bidding Documents may be acquired by interested Bidders upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount based on the following schedule; Approved Budget for the Contract Cost of Bidding Documents (in Philippine Pesos) 500,000.00 and below 500.00 More than 500,000.00 up to 1 Million 1,000.00 More than 1 Million up to 5 Million 5,000.00 Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots. Prospective bidders may also download the Bidding Documents free of charge from the following websites: www.pagcor.ph and www.philgeps.gov.ph and may be allowed to submit bids provided that bidders shall pay the applicable fee of the Bidding Documents not later than the deadline for the submission and receipt of bids. Bidders shall bear all costs associated with the preparation and submission of his bid, and PAGCOR will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process. Bidders should note that PAGCOR will accept bids only from those that have paid the applicable fee for the Bidding Documents. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the venue of the bid opening. Late bids shall not be accepted. PAGCOR assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. In accordance with Government Procurement Policy Board (GPPB) Circular 06-2005 - Tie-Breaking Method, the Bids and Awards Committee (BAC) shall use a non-discretionary and non-discriminatory measure based on sheer luck or chance, which is “DRAW LOTS,” in the event that two (2) or more bidders have been post-qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final bidder having the LCRB, based on the following procedures: a) In alphabetical order, the bidders shall pick one rolled paper. b) The lucky bidder who would pick the paper with a “CONGRATULATIONS” remark shall be declared as the final bidder having the LCRB and recommended for award of the contract. PAGCOR reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
