Description

The subject matter of the Order is the performance of environmental supervision over the task entitled: "Restoring the ecological continuity of the Skawa river from the Świnna Poręba dam to its estuary through the construction and reconstruction of fish ladders at river km 21+500 in Wadowice, at km 8+975 in Grodzisko and at km 1+260 in Podolsze, Oświęcim poviat, Małopolskie voivodeship". The works included in the environmental supervision are: Construction of a fish ladder at the weir at km 21+500 of the Skawa River, together with the construction of a water supply system and the reconstruction of the intake drainage in the town of Wadowice, Wadowice commune, Wadowicki county, Lesser Poland Voivodeship: Reconstruction of the fish ladder at the weir at km 8+975 of the Skawa River in the town of Grodzisko, Zator commune, Oświęcimski county, Lesser Poland Voivodeship. Rebuilding of the existing barrage at km 1+260 of the Skawa river within the village of Podolsze, commune of Zator, district of Oświęcim, voivodship of MałopolskaDescription of the duties of the supervisory inspector in the further part of the announcement
a) determination of the state of the natural environment (initial inventory), i.e. confirmation of the presence of protected natural habitats, species of plants, animals and valuable ecosystems identified at the stage of obtaining the decision on environmental conditions for the project, determination of the new, previously unobserved natural elements requiring protection or specific minimizing measures, as well as verification/execution of the natural valorisation of the above mentioned projects. b) supervision of the execution of the investment by the construction works contractor with respect to its compliance with the terms and conditions set out in the decision on environmental conditions, with particular emphasis on the need to protect valuable natural values, natural resources and limitation of nuisance to neighbouring areas;d) checking and assessing the location of the construction site facilities and sanitary facilities for the construction works contractor's employees, places for collecting construction materials, parking lots for construction machinery with respect to the requirements of environmental decisions regarding biotic elements of the natural environment; e) supervision of tree and shrub felling and removal of humus and litter, as well as temporary storage of felled trees and shrubs, if necessaryf) supervision of tree protection by the Construction Contractor; g) in the event of threat of damage or occurrence of damage to the environment - estimation of the type and extent of the damage, indication and participation in taking necessary corrective measures to limit environmental effects of the damage, as well as immediate notification of the damage to the Investor's Supervision Inspector and notification of the actions takenh) notifying the investor's supervision inspector of all events and circumstances having or likely to have a negative impact on the natural environment within the scope of the implemented project;i) participation in construction site councils and - upon the express order of the Ordering Party - in administrative proceedings and working contacts with environmental protection authorities, ecological organisations and the public in matters related to the protection of the natural environment in connection with the project, as well as preparation of materials, expert opinions and positions for the needs of the above j) notifying the Contracting Authority of any issues that should be the subject of environmental protection decisions and informing the Contracting Authority of the necessity to obtain derogations from prohibitions, approvals, permits or notifications or other documents that are the subject of decisions made by competent authoritiesl) representing the Contracting Authority before environmental authorities (only upon the express instruction of the Contracting Authority and within the limits of the delegated authority); m) marking and securing the identified valuable habitats and protected species sites located within the project area;n) transferring the habitats and specimens of protected plants and positions of protected animals located in the project area to the pre-designated place - if necessary;o) assessment of the impact of works on protected plant and animal species and natural habitats;p) enforcement of bans on works within the period specified in the decision on environmental conditions or protection periods;q) current monitoring of the impact of construction works on Natura 2000 areas or other protected areas located in the vicinity of the investment;r) preparation of post-investment inventory
