Description

Framework agreement with purchase orders for pre-operational studies for the attractiveness of small power plants.
The revitalization of town centres is a territorial issue and must be dealt with at all levels. It is in this context that the EPF Normandie wanted to support municipalities with fewer than 1,500 inhabitants in a process to make their town centres more attractive, to improve the living environment of the municipality by covering local needs and by reinvesting in housing by households to combat urban sprawl. This proposal aims, over the period 2020-2021, to experiment with this scheme in order to test its relevance, with a view to its wider implementation for the next EPF multiannual intervention programme. This test should cover 10 to 20 communes selected in relation to the departments. As part of this experimental approach, the EPF has decided to monitor and evaluate the framework agreement in order to assess the relevance of the process and to improve it with a view to continuing the institution's activities. The service provider selected to conduct the studies will therefore be required to contribute to this evaluation, in particular during interviews with the EPF, by capitalising on its feedback on the operations on which it has worked, as well as on the intervention method (strengths, dysfunctions) with regard to pre-defined indicators. The methods for integrating the service provider in this monitoring-evaluation will be specified during discussions with the EPF. This framework agreement concerns the implementation of pre-operational studies for the revitalisation of municipalities with less than 1,500 inhabitants. Each study will be carried out on the scale of a commune and will be broken down into several services, each of which will be the subject of an order form. The service provider may be required to simultaneously produce several order forms relating to several sites.
