Description

Open procedure for the concession, through project financing, pursuant to Article 183, paragraph 15, of Legislative Decree 50/2016, of the public lighting service (based on the project presented by the promoter) - Municipality of Capena (Rm).
The activities covered by the concession are listed below:- design of the intervention (final and executive levels) of energy requalification, regulatory adaptation and renewal of the public lighting systems, as set out in VOL. 3 - FEASIBILITY PROJECT, by professionals specialised in the lighting engineering sector;- implementation of the proposed interventions, including the supply of materials to obtain the proposed technical and functional improvements and the related technical expenses;- implementation of the management service of the public lighting system that guarantees the availability and full efficiency, for 365 days a year and for the planned lighting hours, of the lighting systems, switchboards, distribution and earthing system, including the supply of electricity;- setting up of an information system to support the management and control activities in order to ensure the collection and management of information flows; - monitoring of the consistency of the public lighting systems by constantly updating the census;- activation of an emergency and on-call service with coverage 24 hours a day and 365 days a year for the maintenance of the systems; - execution of technical and lighting engineering tests in order to verify the achievement of the lighting levels provided for by the lighting engineering regulations in force; - performance of ordinary and extraordinary maintenance activities;- supply of labour and consumables necessary for the carrying out of the maintenance activities and subsequent disposal of the waste materials deriving from the interventions carried out in compliance with the regulations in force; - four-yearly verification of the ground system of the public lighting system according to the provisions of Presidential Decree 462/2001.The management service will guarantee the operation of the plants or their full availability, efficiency and safety. This activity will be carried out in compliance with the regulations in force and with the operating specifications requested by the Municipal Administration. The operation programme will be drawn up on the basis of the specifications of the territory and the needs expressed by the Municipal Administration, always in agreement with the latter.
