For the first time, the city of Münster intends to carry out a concept development as an "integrated city-wide sports development concept" with close references to open space, urban as well as youth and school development planning for the entire urban area of Münster and all population groups in order to open up the entire urban space for sports and exercise.Accordingly, the sports development planning is to be based on a broad understanding of sports and consequently also a broad concept of sports space. The concept of sport includes diverse forms of movement, play and sport, which are practiced by all people regardless of gender, age, social and cultural background in a wide variety of places alone or in community with different motives (in particular to improve physical, psychological and social well-being and to improve physical and mental performance).The concept of sports space includes all places with existing or optional sports, play and movement use. Nowadays, sports activities are possible in almost all spaces of a community (immediate living environment, squares, parks, cycling and walking paths, sports halls, outdoor sports facilities, playgrounds, swimming pools, lakes, etc.). The term "sports space" includes sports facilities (facilities created specifically for sports that conform to rules and are open to rules, e.g. gymnasium, skate park) and sports opportunities (spaces created primarily for other purposes that are available at least temporarily for sports activities due to organizational or simple structural measures). Because almost the entire municipality can be seen as a sports space, a municipal sports development plan must in principle take into account all spaces that can be used for sports activities.
The assignment includes the following services:1. stocktaking and strengths/weaknesses analysis with the partial services:a) scientifically founded stocktaking and analysis of the existing club and non-club (also commercial) sport behavior, the forms of sport organization, the sport offer, the sport needs as well as the financing and the economic importance of sport and sport events in Münster incl. b) Involvement of sports participants, sports providers, sports institutions and the city society (especially through various surveys).2. Development of a catalog of goals for club-based and non-club-based sports in Münster. A distinction is to be made between long-term guiding ideas (10 years and more), medium-term strategic goals (5-10 years) and short-term operational goals (less than 5 years).3. Development of a catalog of measures in accordance with the guiding ideas developed.4. Supply of data material for the creation of an Internet-capable barrier-free map with all sports and exercise areas and sports offerings, which can be linked to maps available on the Internet.5. Development of a matrix for independent evaluation and updating of sports development planning.6. Management, moderation and documentation of the entire sports development planning process.
