Description

The subject of the contract includes development of the draft maritime spatial development plan together with the forecast of environmental impact on the waters adjacent to the sea shore in the section from Władysławowo to Łeba. The project should be drawn up in accordance with the requirements of the Act on Maritime Areas of the Republic of Poland and Maritime Administration of March 21, 1991. (Journal of Laws of 2019, item 2169, as amended) and in accordance with the Regulation of the Minister of Maritime Economy and Inland Navigation and the Minister of Infrastructure and Construction of 17 May 2017 on the required scope of spatial development plans for internal sea waters, territorial sea and exclusive economic zone (Journal of Laws of 2017, item 1025, as amended).
The subject matter of the contract includes development of the draft spatial development plan of the maritime area together with the forecast of the environmental impact on the waters adjacent to the sea shore in the section from Władysławowo to Łeba. The project should be prepared in accordance with the requirements of the Act on maritime areas of the Republic of Poland and maritime administration of 21st March 1991. (i.e. Journal of Laws of 2019, item 2169 as amended) and in accordance with the Regulation of the Minister of Maritime Economy and Inland Navigation and the Minister of Infrastructure and Construction of 17 May 2017 on the required scope of spatial development plans for internal sea waters, territorial sea and exclusive economic zone (j.t. Journal of Laws of 2017, item 1025, as amended).The draft plan should include a forecast of environmental impact in accordance with the requirements of the Act of 3 October 2008 on the provision of information on the environment and its protection, public participation in environmental protection and environmental impact assessments (i.e. Journal of Laws 2020.283 as amended).The Contracting Authority will apply to the authorities competent for the strategic environmental impact assessment to agree on the scope and degree of detail of the information required in the forecast. These arrangements will have to be taken into account by the Contractor in the text of the forecast. The draft plan together with the forecast will be subject to public consultations, during which the Contractor will organise 2 (two) consultation meetings at the national level. The plan together with the forecast will be subject to arrangements at the national level in accordance with the requirements of the Act of March 21, 1991 on maritime areas of the Republic of Poland and maritime administration and the Act of October 3, 2008 on making available information on the environment and its protection, public participation in environmental protection and environmental impact assessments. The Economic Operator will have to take into account in the draft plan and forecasts obtained by the Contracting Authority's opinions and arrangements.
