The National Park Service (NPS) will issue a Prospectus soliciting proposals for the award of a Concession Contract opportunity to provide temporary food and beverage services, and some quick service food and beverage services at permanent locations, throughout the National Capital Region.

The Concessioner will provide food and beverages for presidential inaugurations, the annual Cherry Blossom Festival, the Fourth of July celebration, limited quick service and vending locations, and other music, cultural, and social festivals and celebrations held on National Park Service lands throughout the National Capital Region.
In this document, the National Park Service ("Service") refers to Chesapeake and Ohio Canal as "CHOH," George Washington Memorial Parkway as "GWMP," National Capital Parks - East as "NACE," National Mall and Memorial Parks as "NAMA," Rock Creek Park as "ROCR," and President's Park as "PRPA." "The Parks of The National Capital Region" includes the aforementioned parks and all other Parks within the Service's National Capital Region.

The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract. The Service has determined that the existing Concessioner is not a Preferred Offeror for the Draft Contract pursuant to the terms of 36 C.F.R. Part 51.
The Service will host a site visit for parties interested in bidding on this opportunity on July 16, 2019. The site visit will provide an overview of the concession operation, along with a tour of the brick and mortar Concession Facilities associated with the Draft Contract. Attendance requires a mandatory RSVP to receive the specific information on when and where to meet for the site visit. There is a limit of three people per interested party. Anyone desiring to attend the site visit must send an email to NCR Commercial Services Specialist, Chad Tinney, at chad_tinney@nps.gov no later than July 15, 2019 at 4:00 pm EST. All RSVP emails must include your name, email address, phone number, and the name of your organization or interested party being represented.
Questions related to this Prospectus must be sent via email by 4:30 pm on August 1, 2019 to june_devisfruto@nps.gov.
Any proposal, including that of the existing concessioner, must be received by the Chief of Concessions, National Capital Region, National Park Service, 1100 Ohio Drive, Washington, DC 20242 by 4:00 p.m. EST by Wednesday, October 16, 2019, in order to be evaluated and considered for award of the Concession Contract.

If you plan to submit a proposal in response to this solicitation, you must notify Chad Tinney at chad_tinney@nps.gov no later than 4:00 p.m. EST on August 30, 2019. The Service will not accept proposals from entities that do not provide Notice of Intent to Propose by August 30, 2019.
