Description

Breitband Main-Kinzig GmbH intends to procure a network planning and documentation system for planning, recording, managing and documenting the network it operates and its future expansion, together with support, remote maintenance and training services.
The Main-Kinzig-Kreis (MKK) is the largest administrative district in Hesse and stretches from Maintal in the west, bordering Frankfurt, to about 100 kilometers further on to Sinntal in the east. From north to south, the district stretches for about 50 kilometers. Since 2012, the Main-Kinzig district has been building and operating fiber-optic networks to implement broadband Internet via its district-owned subsidiary Breitband Main-Kinzig GmbH. The object of the company is the planning, construction and leasing of communications networks for the provision of broadband Internet. No active telecommunications services are offered by the company.Thanks to the development of Deutsche Telekom's cable feeders from 2013 to mid-2015 via its subsidiary, Breitband Main-Kinzig GmbH, the MKK is well supplied with bandwidths of around 30 Mbit/s to 100 Mbit/s. The company is also responsible for the development of the cable feeders. From 2016 to the beginning of 2020, white spots (farms, hamlets, and all schools, town halls and properties in the district) were additionally upgraded using FTTH (post-densification). The passive FTTC network has been leased to a network provider for 20 years as a service concession since 2013 and serves around 145,000 households and businesses.At the beginning of 2019, it was decided to roll out FTTH to up to 150 municipal business parks with around 1.750 buildings in the Main-Kinzig district with the help of subsidies from the federal government and the state of Hesse (Gigabit, FTTH to the building).At the beginning of 2021, it was decided that all buildings in the Main-Kinzig district should now be connected with FTTH, provided the buildings can be connected in accordance with subsidy guidelines (Gigabit; FTTH migration). The measure and also the service concession procedure carried out for this purpose are based on the framework regulation of the Federal Republic of Germany to support the nationwide roll-out of gigabit networks in "gray areas" of November 13, 2020 (Gigabit Guideline), the guideline "Funding to support the gigabit roll-out of telecommunications networks in the Federal Republic of Germany" of April 26, 2021 (Funding Guideline) together with all ancillary provisions and the EU guidelines for the application of state aid rules in connection with rapid broadband roll-out (Broadband Guidelines) of 26.01.2013.Breitband Main-Kinzig GmbH intends to procure a network planning and documentation system for planning, recording, managing and documenting the network it operates as well as future expansion, together with support, remote maintenance and training services.The network planning and documentation system to be offered must be standard market software based on standard market components. A solution must be offered that is provided by the provider as Software as a Service in an operational form. It can be used via a dedicated software client or also via a web browser. Key services and system components must be covered and demonstrated by the vendor:- Import interface for existing geometry and subject data for routes, pipes, pipe manholes, multi-function housings, cable branches, POP locations, joints, cables and fibers, and APL boxes.- Export interface for data in accordance with GIS ancillary provisions of the federal grant program.- All important network parameters for routes, manholes, MFG and KVZ locations, cable and fiber routes, and the structure of joints must be able to be displayed, changed, and supplemented in accordance with reality.- All important parameters must be adaptable.- An automatic (partially automatic) planning component (possibly as a module) for new FTTx network sections. Fault locations must be easily and quickly identifiable based on length information in the network.- Limited access for external service providers via web or app interface (e.g. for cable installation, splice orders, documentation incl. photo documentation)- All parameters necessary for network operation and fast fault clearance must be exportable at any point in the network.- ALKIS import and maintenance as well as display must be possible.- A mobile access version via tablet or mobile terminal would be desirable.- Regular updates must be provided by the provider and installed proactively.A complete list of must and want requirements can be found in the specifications.Planned for the start are 5 concurrent users in the system or 10 named users. The entire system must be hosted and operated by the provider. Access by the client is via the Internet or a VPN access to the system.Intended is the planning and documentation of an area-wide FTTH network in the district as well as a gradual migration of the FTTC documentation into the system. The software to be purchased must be able to administer and manage FTTC, FTTH and both network types in parallel.The current administration is carried out via the GIS system of the provider Caigos GmbH. Existing geometry information and associated attributes are to be largely adopted by the new software. Sockets and fiber routing are currently managed in Excel files and have to be imported into the system. In this respect, active assistance and support from the supplier is requested.
