Description

The object of the company of the contracting authority, a wholly-owned subsidiary of the Federal Republic of Germany, is currently the operation of a system for the collection and control of truck tolls in Germany, the provision of technical and consulting services in connection with the control services of the Federal Office for Goods Transport and the provision of services in connection with the European Electronic Toll Service (EEMD). The object of the company is also the provision of supporting services to support and accelerate the roll-out of the 4G mobile communications network.With this invitation to tender, the customer intends to expand its existing digital basic system of the organizational structure and process organization to support an agile development methodology. This relates to both the functionalities and the scope of the subscriptions. The existing basic system was developed by Atlassian and introduced at the client in 2015.
For this purpose, the client will conclude a framework agreement with the contractor, who will distribute the subscriptions of the manufacturer Atlassian (incl. maintenance and support). Essentially, the following services are the subject of this tender:- Software procurement/licenses (if applicable SaaS and cloud services) for Atlassian products- DL (in particular consulting, requirements management, installation support, support)- TrainingThe Client uses collaboration tools in the organization and documentation around the operation and further development of the toll system, and here in particular the Atlassian products Jira and Confluence, which are extended by various add-ons. For the products used, the rights of use and the support and maintenance services of the manufacturer are required on a recurring basis. In addition, an extension of the respective rights of use and support and maintenance by the manufacturer for the products used by Toll Collect is provided for when due. In this context, the use of subscriptions with both one-year and multi-year terms is of interest.The Client also requires the services of the Atlassian products, in particular consulting, requirements management, installation assistance and support.The products used also require training for new users, advanced users and administrators.The scope of users could also be modified significantly upwards/downwards in the future - depending on the product and requirements.The Client therefore reserves the right to modify and specify the type and scope of services during the negotiation phase.
