Description

The state capital Potsdam expects the contractor to take over and fulfil the temporary accommodation and migration-specific social support for refugees from 1 January onwards.2020 under the following conditions (a comprehensive description of the conditions can be found in the service description):a) Operation of the housing association for temporary accommodation and care for up to a total of 100 refugees (families, travellers alone);b) Individual accommodation should take into account national, ethnic, cultural and religious characteristics as well as family ties;c) Determination of the individual need for support for a self-determined lifestyle, perspective development, self-help promotion. General social and gender-appropriate care (through assistance) and counselling (for activation) of the refugees, taking into account individual needs;d) organisation of living together within the housing association, but also with regard to the residents in the neighbourhood;e) ensuring that the housing association has sufficient equipment;f) provision of its own German courses as well as mediation in offers from external German courses;g) offers and assistance for psychological care;h) the residents are to be guaranteed access to the social infrastructure and participation in social life in order to counteract any insulation effects that may occur;i) active preparation for independent living outside the housing association;j) the housing association is to be protected from outside and inside against unauthorised intrusion, attacks, attacks and conflict situations;k) keeping a structured factual report;l) keeping an occupancy list;m) keeping an attendance list;n) keeping a visitor list;o) q) Only portable electrical appliances (such as electric kettles or coffee machines) must be installed by the operator on a fireproof base (e.g. ceramic tile). The operator undertakes to inspect all portable equipment (including residents' equipment) in accordance with DGUV Regulation 3;r) the operator should only use non-flammable waste containers in the building;s) When residents move out of the facility, the accommodation unit must be walked on together in advance to determine any damage. At the subsequent final acceptance, all keys must be handed over to the home management by the moving residents;t) the contractor must submit a concept for the protection of children and violence before the housing association is put into operation;u) the contractor must conclude an agreement with the Children, Youth and Family Department in accordance with §§ 8, 72 of the German Social Code (SGB) - Book Eighth (VIII) - Child and Youth Welfare before the housing association is put into operation. A copy must be submitted to the Department of Housing, Work and Integration. These rooms are used by a third sponsor, Soziale Stadt Potsdam e. V., to operate a neighbourhood centre. These rooms are to be opened for all neighbours as well as for various sponsors, supporters, friends etc. The bidder must conclude a cooperation agreement with Soziale Stadt Potsdam e. V. before the housing association is put into operation. In particular, the cooperation agreement shall regulate the modalities of joint use of the premises (coordination of projects, events, courses), hardware, cleaning, keys, cellars and media.
