Description

The material scope of the subject matter of the contract covers winter maintenance of roads and district streets administered by the District Roads Management Board in Ostróda, divided into 11 lots. Due to a limited number of signs, a full description of the subject matter of the contract has been specified in §3 of the ToR.
1.the Contractor shall be obliged to prepare: a) a base with a storage yard in the distance of up to 10 km from the city of Frygnowo; b) sand with the loading of salt with the loading of 30 % mixture of sand and salt with the loading of 10 % mixture of sand and salt (to heaps) with the loading of a carrier or a tractor with the power of more than 10 %. 80 kM two-drive with medium plough with a bow steel blade -1 pcs; g) carrier with sand and solar collector with a capacity of min. 5 m3 with one-sided medium plough - 3 pcs;h)carrier for sand and solar machine with a capacity of min. 5 m3 with one-sided medium plough - 1 pc.2The Contractor's duties include: a) clearing snow from district roads; b) combating slippery roads; c) ensuring availability of the Contractor's employees responsible for proper performance of the service; d) marking the vehicle in the manner specified by the Customer - yellow flashes; e) the Contractor will load the refining material from storage yards3. The Customer requires that the sand and salt carriers should be equipped with a GPS device with sensors for sprinkling and ploughing. Each equipment must be equipped with a mobile phone. The Ordering Party shall provide the Contractor with a detailed system of on-call contact ZDP or OD with the carrier operator - e.g. contact at a designated time or specific location of the equipment. The Contractor will enable the Ordering Party to preview in real time the operation of equipment equipped with GPS through an appropriate computer program. Once a calendar month, the Contractor shall provide the Orderer with an archived history of equipment operation on an electronic medium. The cost of purchasing a mobile phone, telephone calls and installation of GPS devices and all accompanying fees shall be charged to the Contractor.4a) The Contractor undertakes to use the above mentioned equipment only to perform the service covered by the contract; b) The Contractor shall bear all costs of the sand and salt machine operation (fuel, operating fluids, service costs, minor repairs, etc.); c) At the end of each winter season the Contractor is obliged to clean the equipment from mud, sand and other contamination. The equipment shall be cleaned of rust and painted with protective and surface paints. In the period between the winter seasons, the Contractor is obliged to store the equipment in a way that protects it from the influence of weather conditions (e.g. shed, tarpaulin).d)After the expiry of the contract or its termination, the Contractor is obliged to return the provided equipment to the Purchaser within 7 days from the date of the contract termination.e)If the entrusted equipment is not returned, the Ordering Party shall charge the Contractor with the full value of the equipment without deducting the depreciation value / according to the current market price/.5.The Contractor shall notify the Emergency Call Centre in Ostróda or the Road Area Manager No. 1 about the time of commencement and completion of the work on a given day.6In the event of unfavourable weather conditions, the Contractor shall base the ordered equipment at the time offered in the tender form from the moment the Road Area Manager or the District Manager on duty calls, regardless of the time of day.7.The Ordering Party shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.8.The Ordering Party reserves the right to change the list of roads subject to winter maintenance. The Contractor shall be obliged to prepare: a) a carrier for sand and brine with a capacity of min. 5 m3 with a one-sided medium plough -1 pc, b) carrier or tractor with a spreader with a capacity of min. 5 t - 1 pc, c) tractor with a power of more than 80 kM, two-drive with a bow steel blade -2 pc, d) loader with a bucket capacity of up to 0.9m3 - 2 pc, 2 pc, 2The Contractor's duties include: a) clearing snow from district roads (both urban and non-urban) and loading excess snow on self-unloading vehicles substituted by the Ordering Party; b) fighting slipperyeryeryery roads and district streets; c) ensuring availability of the Contractor's employees responsible for proper performance of the service; d) marking vehicles in the manner specified by the Ordering Party - yellow flashes; 3. The Ordering Party requires that the carrier with a sandbox and solarium be equipped with a GPS device with sensors for sprinkling and ploughing. Each equipment must be equipped with a mobile phone The Ordering Party shall present to the Contractor a detailed system of on-call contact ZDP or OD with the carrier operator - e.g. contact at a designated time or a specific location of the equipment. The Contractor will enable the Ordering Party to preview in real time the operation of equipment equipped with GPS through an appropriate computer program. Once a calendar month, the Contractor shall provide the Orderer with an archived history of equipment operation on an electronic medium. The cost of purchasing a mobile phone, telephone calls and installation of GPS devices and all accompanying fees shall be charged to the Contractor.4For the duration of the contract, the Ordering Party shall lend the sand and solar collector and one-sided medium plough together with the tank free of charge to the Contractor:a) The Contractor undertakes to use the above mentioned equipment, only to perform the service covered by the contract.b) The Contractor shall bear all costs of sand and solar collector operation (fuel, operating fluids, service costs, minor current repairs, etc.).c) At the end of each winter season, the Contractor is obliged to clean the equipment from mud, sand and other impurities. The equipment shall be cleaned of rust and painted with protective and surface paints. In the period between the winter seasons, the Contractor shall be obliged to store the equipment in a way that protects it from the influence of weather conditions (e.g. shed, tarpaulin).d) Upon expiration of the contract or its termination, the Contractor shall return the provided equipment to the Purchaser within 7 days from the date of termination.e) If the entrusted equipment is not returned, the Awarding Entity shall charge the Contractor with the full value of the equipment without deducting the depreciation/amortisation value / according to the current market price/.5 The Contractor shall notify the on-call duty officer in Ostróda or the Road Area Manager No. 1 about the time of commencement and completion of the work on a given day.6The Contractor shall be loaded with the refining material from the storage yard. The Contracting Authority shall inform the Contractor about the exact location of the storage yard (in Ostróda or at a distance of 5 km from the city limits).7 In case of unfavourable weather conditions, the Contractor shall place the ordered equipment at the time offered in the offer form from the moment of telephone notification by the Road Area Manager or the District Manager on duty, regardless of the time of day.8 The Contracting Authority shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.9The Ordering Party reserves the right to change the list of roads and streets subject to winter maintenance. 1.The Contractor shall be obliged to prepare: a two-drive tractor with power over 80 hp with a medium steel bow plough - 2 pcs.2.2.The Contractor's duties include, among others: a) clearing snow from district roads; b) ensuring availability of the Contractor's employees responsible for proper performance of the service; c) marking the vehicles in the manner specified by the Ordering Party - yellow flashing lights; 3.3.The Contractor notifies the duty station of Road No. 1 in Ostróda about the time of commencement and completion of work on winter action on a given day.5.5 The Ordering Party shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.6 The Ordering Party reserves the right to change the list of roads subject to winter maintenance. 1.The Contractor is obliged to prepare: a) a tractor with a capacity of more than 80 hp, a two-drive tractor with a medium steel bow plough-1 pcs.b) a loader with a bucket capacity up to 0.9 m3 - 1 pcs.2The Contractor's duties include, among others: a) clearing snow from non-urban poviat roads and loading excess snow on self-unloading vehicles provided by the Ordering Party; b) ensuring availability of the Contractor's employees responsible for proper performance of the service; c) marking the vehicles in the manner specified by the Ordering Party - yellow flashes.3 The Contractor notifies the duty station of the Road Unit No. 1 in Ostróda about the time of commencement and completion of work on winter action on a given day.45.5 The Ordering Party shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.6 The Ordering Party reserves the right to change the list of roads and streets subject to winter maintenance. 1.The Contractor shall be obliged to prepare: a) a carrier with a sand and solar collector of min. 4 m3 with a one-sided medium plough - 2 pcs.; b) carrier or tractor with a spreader with a capacity of 1.5 - 3.0 t with a rubber blade plough adapted to sprinkle pavements - 2 pcs. c) tractor with a medium plough with a rubber blade - 2 pcs. d) loader with a capacity of 0.90 m3 for shovelling snow - 1 pc. e) carrier or tractor with a brush for cleaning pavements - 1 pc. 2The Contractor's duties include, among others: a) shovelling snow from district streets within the area of Ostróda city operation and loading excess snow on self-unloading vehicles provided by the Ordering Party; b) shovelling snow, pavements, parking bays each time upon request and according to the list presented by the Ordering Party - max. 12 000 m2 per day; c) combating the slippery nature of district streets in the area of the city of Ostróda; d) combating the slippery nature of pavements: e) cleaning up mud and other dirt from pavements; f) manual snow removal to reach pedestrian crossings; g) ensuring the availability of the Contractor's employees responsible for the proper performance of the service; h) marking the vehicles in the manner specified by the Ordering Party - yellow flashes; i) the Contractor will be a loading material to escape the storage yard. The Ordering Party shall inform the Contractor about the exact location of the storage yard (in the city of Ostróda or at a distance of 5 km from the city limits); j) winter cleaning of pavements in the strings of county streets within the area of the city of Ostróda, - in case the Ordering Party decides that the Contractor has to perform the works. The cleaning will be carried out on pavements across their entire width and on roadways 0.75 m from the road kerbstone on both sides of the street.3.The Contractor notifies the Ostróda Duty Officer or the Road Area Manager No. 1 about the time of commencement and completion of the work on a given day.4In case of unfavorable weather conditions, the Contractor shall base the ordered equipment at the time offered in the offer form from the moment of telephone notification by the Roadside District Manager or the District Manager on duty, regardless of the time of day.5.The Ordering Party allows for the possibility of changing the equipment's working route in order to facilitate the smoothness of the task - the Ordering Party shall inform the Contractor about the change of routes.6.The Ordering Party requires that the carriers with sprinklers be equipped with a GPS device together with sprinkler and plough sensors. Each equipment must be equipped with a mobile phone The Ordering Party shall present to the Contractor a detailed system of on-call contact ZDP or OD with the carrier operator - e.g. contact at a designated time or specific location of the equipment. The Contractor will enable the Ordering Party to preview in real time the operation of equipment equipped with GPS through an appropriate computer program. Once a calendar month, the Contractor shall provide the Orderer with an archived history of equipment operation on an electronic medium. The cost of purchasing a mobile phone, telephone calls and installation of GPS devices shall be charged to the Contractor.7.The Ordering Party specifies the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.8.The Ordering Party reserves the right to change the list of roads, streets and pavements subject to winter maintenance. 1.The Contractor shall be obliged to prepare: a) a base with a storage yard in Ostróda or 5 km away from the city limits; b) sand with loading; c) salt with loading; d) 30% mixture of sand and salt with loading; e) 10% mixture of sand and salt (for heaps) with loading. 3.7 General Specifications. It is allowed, upon agreement, to build a storage site (landfill) on natural soil with a compacted ground for winter slippery conditions; b) the Contractor who wins the tender must prepare the roughening materials with a reserve for two weeks. There is no limit of material protection for the period of 2 weeks but it is only agreed that the material will be at constant disposal during work on a given landfill in the quantities securing the needs; c) The Contracting Authority shall pay the Contractor for used materials (i.e. after using the material to combat slippery roads and streets).d) the Contractor who wins the tender shall present to the Contracting Authority for approval, from each new batch of materials, the current and original results of the tests of the roughening materials in accordance with the requirements of item 6 of the General Specifications; the Contractor shall present the approvals and approvals for salt and sand.3.3 The contractor, in the presence of the Contracting Authority, shall take samples for testing materials such as: mixture of sand and salt 30 %, mixture of sand and salt 10 % in accordance with the requirements of paragraph .4 of the General Specification; the contractor shall present the certificates and approvals for salt and sand. 3.7 General Specifications; the results of the tests shall be provided by the Contractor to the Ordering Party in the original; 4.The Ordering Party has the right to perform control tests from the samples taken at the landfills during the action. If it is found that the materials from each new batch of material used by the Contractor deviate from the requirements of the standards, the Ordering Party shall impose penalties in accordance with the agreement.5.The Ordering Party has the right to control the production and storage of materials and specify the stock (the Ordering Party shall not pay for the stock remaining at the storage yards after the winter).6.The Contractor shall be obliged to load the materials for winter road maintenance of any vehicles put in by the Ordering Party or Contractors for other parts of winter road maintenance within the area of operation of Road No. 1 in Ostróda. 7.7.The Contractor, in the event of unfavorable weather conditions, shall be ready to load the substituted vehicles within the time offered in the offer form from the moment the Road Area Manager or the District Manager on duty calls, regardless of the time of day.8.The Ordering Party shall pay the Contractor for used materials (i.e. after using the material to combat slippage on roads and streets). 1.The Contractor shall be obliged to prepare: a) a base with a storage yard in Morąg or at a maximum of 10 km from the borders of this town; b) sand together with the loading of salt together with the loading of 30% sand-salt mixture together with the loading of 10% sand-salt mixture (to heaps) together with the loading of a carrier or a tractor with a spreader with a capacity of 2.5-3t adapted to sprinkling streets -2pcs of the carrier with a sand-sand-solver with a capacity of min. 2.2 The obligations of the Contractor include, among others2.2.The Contractor's duties include, among others: a) clearing snow from roads and county streets within the area of the OD2 operation; b) fighting against slippery roads and county streets within the area of the OD2 operation; c) ensuring availability of the Contractor's employees responsible for proper performance of the service; d) marking the vehicles in the manner specified by the Ordering Party - yellow flashes; e) the Contractor shall be obliged to load materials for winter road maintenance of any vehicles put up by the Ordering Party or the Contractors for other parts of winter road maintenance within the area of the Road Area 2 in Morąg. The Ordering Party shall each time inform the Contractor about the vehicles to be loaded. f) Winter cleaning of district streets within the territory of the town of Morąg - in case the Ordering Party decides that the Contractor has to perform these works. The cleaning will be carried out on a 0.75 m wide street from the edge of the road on both sides of the street.3.The Contractor shall notify the on-duty officer in Morąg or the Road District Manager No. 2 about the time of commencement and completion of the work on a given day.4In case of unfavorable weather conditions, the Contractor shall base the ordered equipment on the time offered in the offer form from the moment of telephone notification by the Road District Manager or the District Manager on duty, regardless of the time of day.5.The Ordering Party requires that the carriers with a sprinkler machine be equipped with a GPS device with sprinkler and plough sensors. Each equipment must be equipped with a mobile phone. The Ordering Party shall provide the Contractor with a detailed ZDP or OD on duty contact system with the carrier operator - e.g. contact at a designated time or specific location of the equipment. The Contractor will enable the Ordering Party to preview in real time the operation of equipment equipped with GPS through an appropriate computer program. Once a calendar month, the Contractor will provide the Orderer with an archived history of equipment operation on an electronic medium. The cost of mobile phone purchase, telephone calls and installation of GPS devices shall be charged to the Contractor.6.The Ordering Party shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.7.The Ordering Party reserves the right to change the list of roads and streets subject to winter maintenance. Due to a limited number of characters, a full description of the subject matter of the contract is specified in §18 of the ToR. 1.Bidder shall be obliged to prepare: a) a) a carrier or a tractor with a power exceeding 80 kM, two-drive with a medium plough with a rubber blade -2 pieces b) a carrier or a tractor with a power exceeding 80 kM, two-drive with a bow plough -1 piece 2.The Contractor's duties include, among others: a) clearing snow from district roads (urban and non-urban); b) ensuring availability of Contractor's employees responsible for proper performance of the service; c) marking vehicles in the manner specified by the Ordering Party - yellow flashes.34.4 In case of unfavorable weather conditions, the Contractor shall deliver the ordered equipment at the time offered in the offer form, starting from the moment of telephone notification by the Head of the Road or Duty Circuit Head of the Duty Circuit, regardless of the time of day.5The Ordering Party shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task by informing the Contractor.6 The Ordering Party reserves the right to change the list of roads and streets subject to winter maintenance. 1.The Contractor shall be obliged to prepare: a) a carrier or a tractor with a power of over 80 kM, two-drive with a medium plough with a rubber blade -1 pc.b) a loader with a minimum bucket capacity of 0.9 m3 -1 pc.2The Contractor's duties include, among others: a) clearing snow from county roads and loading excess snow on self-unloading vehicles provided by the Ordering Party; b) ensuring availability of the Contractor's employees responsible for proper performance of the service; c) marking the vehicles in the manner specified by the Ordering Party - yellow flashes.3.The Contractor notifies the on-duty Road No. 2 in Morąg about the time of commencement and completion of work on winter action on a given day.4In case of unfavorable weather conditions, the Contractor shall provide the ordered equipment within the time offered in the offer form from the moment of telephone notification by the Head of the Road or Duty Circuit Head of the Duty Circuit regardless of the time of day.5The charger can be used in other communes (Morąg, Łukta, Miłakowo)6 . The Ordering Party allows for the possibility of changing the place of work of the charger to other communes in order to facilitate the smoothness of the task - the Ordering Party will inform the contractor about the change of routes.7.The Ordering Party reserves the right to change the list of roads subject to winter maintenance. 1.1 The Contractor shall be obliged to prepare: a) a carrier or a tractor with a power of over 80 kM, two-drive with a medium plough with a rubber blade -1 pcs.2.The Contractor's duties include: a) clearing snow from roads and county streets (urban and out-of-town); b) ensuring availability of the Contractor's employees responsible for proper performance of the service; c) marking the vehicle in the manner specified by the Ordering Party - yellow flashes.34.4 In the event of unfavorable weather conditions, the Contractor shall place the ordered equipment at the time offered in the offer form, starting from the moment of telephone notification by the Head of the Road or Duty Circuit Head of the Duty Circuit, regardless of the time of day.5.The Ordering Party reserves the right to change the list of roads and streets subject to winter maintenance. 1.The Contractor is obliged to prepare: a) a tractor or a carrier with a medium plough with a rubber blade with a width of up to 1.5 m adapted to shovelling snow on pavements -1 piece, b) a carrier or a tractor with a spreader with a capacity of 2.5 - 3 t adapted to shovelling snow on pavements -2 piece, c) a carrier or a tractor with a brush for cleaning pavements -1 piece 2The Contractor's duties include, among others: a) clearing snow from poviat pavements within the area of Morąg city and loading excess snow on self-unloading vehicles provided by the Ordering Party; b) clearing snow, pavements, parking bays each time upon request and according to the list presented by the Ordering Party - max. 10,000 m2 per day; c) combating the slippery nature of pavements in district streets within the city of Morąg; d) combating the slippery nature of pavements:Cleaning of mud and other dirt from pavements; Manual snow removal to pedestrian crossings; e) ensuring availability of the Contractor's employees responsible for the proper performance of the service; f) marking of vehicles in the manner specified by the Employer - yellow flashing lights; g) winter cleaning of pavements in the district streets within the territory of the city of Morąg. If the Ordering Party decides that the work has to be carried out by the Contractor, the pavement will be cleaned on the entire width of the pavement.3.The Contractor will be loaded with the excavating material from the storage yard.4.The Contractor will notify the on-call duty Road District No. 2 in Morąg about the start and end time of winter action work on a given day.5In case of unfavorable weather conditions, the Contractor shall deliver the ordered equipment within the time offered in the offer form from the moment of telephone notification by the Head of the Road or Duty Circuit Head of the Duty Circuit regardless of the time of day.6.The Ordering Party shall specify the location of the storage yard for the materials to be loaded in Morąg or at maximum. 7.7 The Ordering Party reserves the right to change the list of pavements subject to winter maintenance.
