The Société québécoise des infrastructures (hereinafter referred to as the "Company") is conducting a public call for tenders for services of a technical nature for the contract mentioned in title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.
Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.
IMPORTANT NOTICES
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contract documents and does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and forward it to the Company at the following e-mail address: InfoAO2@sqi.gouv.qc.ca
CONTRACT DURATION
The services covered by this call for tenders are required for a period of 36 months, starting on 1 November 2019.
BID SECURITY
The bid must be accompanied by a bid security equal to 3% of the bid amount. This bid security must be in the form of a bond, certified cheque, money order, draft or irrevocable letter of guarantee and must comply with the conditions mentioned in the "Bid Security" section of the Instructions to Bidders.

CONDITIONS
Only bids submitted by bidders who meet, in particular, the following conditions will be considered:
(a) have in Québec, or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
(b) have the qualifications required for the contractual documents and hold, if applicable, the licences required under the Building Act and the agency permit of the appropriate category under the Private Security Act.
INFORMATION MEETING / SITE VISIT
Bidders are requested to note that a site visit will be carried out by the project manager. Interested bidders should present themselves on August 15, 2019 at 1680 St-Joseph Boulevard in Drummondville at 10:00 a.m.
The Company is not liable for any verbal information provided during the visit.
RECEIPT AND OPENING OF BIDS
Bids must be received at the Company's bid reception desk located at 100 Laviolette Street, Suite RC-01, Trois-Rivières, Québec, G9A 5S9, no later than the deadline date and time indicated in the Supplementary Instructions.
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of bids.
COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints filed with the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.
INFORMATION
Bidders wishing to receive details of the call for tenders must contact the person designated below in writing, making sure to mention the contract number, no more than three working days before the deadline for receipt of tenders. If such a request for clarification is received two business days or less before the deadline for receipt of bids, the Company reserves the right not to consider it.
