Stadt und Land Wohnbauten-Gesellschaft mbH is a municipal housing company owned by the State of Berlin with approx. 40,000 apartments in Berlin and Brandenburg. The housing and commercial portfolio covers the south, south-east and east of Berlin as well as Fredersdorf and Neuenhagen (state of Brandenburg). The city and country manage their stocks economically, socially and ecologically and, as a municipal company, assume responsibility for the sustainable and balanced development of Berlin. The subject of the tender is the development and maintenance of green spaces and winter services in the urban and rural areas. The aim of maintaining the green spaces is to provide the services necessary for the development and maintenance of the functioning of the vegetation in such a way that the green spaces make a well-kept impression throughout the year. As part of the development and maintenance of green areas, the vegetation areas, which include lawns and wooded areas, hedges and trees, are managed on the basis of DIN 18915-18919. The development and maintenance of green spaces per economic unit/year is put out to tender as a total prize. The condition of the green space to be created and maintained is defined by a functional performance description. There is no differentiation according to vegetation type (lawn, shrub, bush or roof areas). The aim of winter road clearance is to assume the responsibility of the owner of Berliner StrReinG. The obligations for winter road clearance services result on the one hand from the Street Cleaning Act (latest version of 18.11.2010) and the statutes of municipalities, taking into account the Street Cleaning Directories for Public Roads. In addition to the above-mentioned obligations from the StrReinG, we also have to ensure waste disposal within the framework of proper management. The performance conditions of the BSR and, if applicable, other waste disposal companies must then be taken into account here. The third approach for winter road clearance services results from the road safety obligations. For example, the Street Cleaning Act does not stipulate that we must remove snow and ice from paths on our property. The advantages of the combined tendering of both services can be seen in the possible synergy effects. The more employees already working in the housing estates, the more familiar they are with the stock. For the tied companies, this also means planning security for the entire fiscal year.
