Tierpark Berlin-Friedrichsfelde GmbH intends to award planning services for the conversion, redesign and upgrading of the pachyderm house from LPH 6 up to and including LPH 9 to a specialist planner in accordance with § 53, § 55 HOAI (Specialist planning - technical equipment). As a special service, the review of the implementation planning and the examination of the completeness of the implementation planning with an hourly quota is planned.
The pachyderm house is located in the middle of the zoo and was opened in 1989. The building is surrounded by star-shaped outdoor facilities which serve for animal husbandry. The conversion is intended in particular to improve the conditions under which the animals are kept and to enhance the visitor experience in the Tierpark Berlin. The outer shell of the building is to remain and will be enhanced by artificial rock cladding and a hut roof in front of the main entrance. The existing roof, supported by numerous steel columns, will be removed and the entire interior will be completely gutted. The new roof is almost column-free and allows - to the highest degree - flexible use. The design envisages the construction of a new roof made of ETFE foil cushions in the area of the outdoor enclosure and a conventional flat roof in the visitor area. In the course of the refurbishment, the building services will be modernised in line with requirements, and the planning process is currently concluding work on service phase 5 (implementation planning). The construction planning documents (BPU) are currently being examined by the building authorities. The return of the BPU is expected in spring/summer 2020. Construction work is expected to start in August 2020 (subject to delays caused by the pandemic), with completion planned for the summer of 2022. The client will carry out a procedure in accordance with § 17 (1) VgV for the awarding of contracts for TA planning services in LPH 6 to LPH 9 inclusive. As a special service, the inspection of the implementation planning and the check for completeness of the implementation planning with an hourly quota (calculation basis 100 hours) is planned. This serves the purpose of an efficient and orderly transition at the interface of the work phases. Within the scope of the measures brought forward, minor services of LPH 6 and LPH 7 have already been provided by the respective specialist planners. The call-off of services will be carried out in stages. The cost framework for the project "Thick skinned house" corresponds to a gross sum of EUR 35 420 000 (KG 100-700 incl. UV) according to the technical examination of the preliminary planning documents of 8 July 2019. The project team has been put together, for the LPH 6 up to and including LPH 9 the respective specialist planners for the object planning and the outdoor facilities are also being put out to tender in accordance with HOAI. The work during operation and under visitor traffic requires special consideration, which must be taken into account in the design of the construction logistics. Another special aspect is the animal population on the site. The zoo-specific facilities must always be observed and complied with. Further project details can be found in the building description and plans. The planning documents will be made available for inspection in stage 2 of the awarding procedure.
