Contracting out the support service for the entire management of the advertising tax and public billposting rights (ICP DPA) and the service of billposting material/removal/disposal of posters, removal/installation/disposal of municipal installations referred to in art. 1 of the specifications, as well as the fee for the occupation of public spaces and areas (COSAP), including the removal of the operating signs, for the duration of 3 years, with the option of renewal for a further 3 years and the option of extension for 6 months, pursuant to art. 106, paragraph 11 of Legislative Decree 50/2016 as amended and supplemented. The activities to be carried out in support of, for example, but not limited to: all activities at the counter (front and back), the preparation, printing and enveloping, mailing / notification of bills and good notices, notices of assessment, requests for review in self-protection, refunds of reliefs, accruals, repayments, tax injunctions and / or registration, the acts of litigation at various levels of judgment, enforcement and the consequent precautionary activity (notice of arrest ..), executive (foreclosures, etc.), periodic reporting, and everything related to the management of the revenue referred to in the object, including the posting and removal, obscuring of posters as well as the installation and/or removal of equipment where necessary or expressly requested by the Administration and the removal of operating signs.Tender-based values:A) support service for the management of advertising tax and public billboard rights (ICP DPA), poster material service/removal of posters and related equipment removal/installation services, EUR 420 000,00 per annum (excluding VAT);B) support service for the management of space and public area occupation fees (COSAP) and removal of operating signs, EUR 264 000,00 per annum (excluding VAT).Annual total EUR 684,000.00.Total amount based on the tender for the three-year contract (net of VAT) EUR 2,052,000.00.Pursuant to art. 35 of Legislative Decree 50/2016, the value of the contract subject of this contract for the duration of 3 years, with the option of renewal of a further 3 and the option of extension of 6 months, from the analysis of the costs also in implementation of art. 23 of Legislative Decree 50/2016 and subsequent amendments and additions, have been drawn up and included in the determination to contract no. DD-2019-3233 of 23.12.2019 has been estimated at a total of EUR 4 446 000,00 net of VAT, distributed as follows:- EUR 2 052 000,00 for the first 3 years,- a further EUR 2 052 000,00 in the case of renewal,- and a further EUR 342 000,00 in the case of a 6-month extension option.Estimated annual labour cost for the support to the management of both revenues, pursuant to art. 95, paragraph 10, of Legislative Decree 50/2016, EUR 400 000.00, or EUR 1 200 000.00 over the three-year period.The contract consists of a single lot (see art. 3 of the tender specifications). Due to the particular type of service, with regard to interference risks and estimated security costs, it is not necessary to draw up the single document for the assessment of interference risks (DUVRI) pursuant to art. 26 of Legislative Decree 81/2008, as no appreciable interference risks have been found, taking into account that the service will take place at locations identified and held by the Entity, as better specified in art. 12 of the tender specifications (see art. 3 of the tender specifications). The contract is financed by ordinary budgetary means of the contracting station. In accordance with art. 3 of the tender specifications, the service will be compensated by an annual fee to the extent indicated in the tender separately for each revenue in the time and manner indicated therein.
