Technical equipment planning according to § 55 HOAI, ALG 1-8, LPH 1-9 and special services, assignment in stages
The city of Lauenburg/Elbe plans the reconstruction and modernisation of the disaster control centre in Reeperbahn 33 in order to adapt the building complex to new technical standards, climate protection and the future sole use by the volunteer fire brigade Lauenburg/Elbe.The disaster control centre (components A to D) was built in 1981 and consists of a solidly built main building with basement in the north with training rooms, offices, operations rooms, the changing and sanitary area and a vehicle hall on the ground floor. Further vehicle and storage halls are located to the west and east. In the years 2005 to 2008, a further vehicle hall in the south-east (component E) and an administration wing for the THW in the south-west (component F) in solid construction were added. The planned measure includes the existing building on the parcels 57/27, 170, and 169. The building plot has a total area of approx. 4,800 m2. All construction measures must take place during ongoing operations. The main focus in the area of technical equipment is on the repair of the building services, measures for energy refurbishment and necessary fire protection measures. The sustainable refurbishment and conversion of certain parts of the building is intended to contribute to climate protection and CO2 neutrality, e.g. by installing PV systems. An energy concept for the entire building complex is available, but the central planning task is the reorganisation of the interior spaces. The spatial structure of the building must be reorganized with regard to the changing use by now three rescue organizations to the future operation of now one central fire station and thereby also the technical equipment must be rebuilt.For this purpose, planning offices are invited to participate in the competition, which cover the performance profile technical equipment and have realized similar measures in the past. The service phases 1-9 of all 8 groups of facilities are to be worked on in the service profile according to § 55 HOAI. The contract will be awarded in stages.The following procedure will be carried out:In stage 1, potential applicants will be invited to participate and submit the application for participation with the required evidence.In stage 2, the applications received will be examined and the number of approved applicants will be limited.The applicants in stage 2 will be invited separately to a negotiated procedure.The costs for KG 200-700 have been estimated at a maximum gross volume of EUR 4,500,000. According to the preparatory cost estimate, the costs for KG 400 amount to approx. 917,000 EUR gross. The above-mentioned construction cost ceiling of € 917,000 gross (KG 400) is to be understood as a value to which the design must be oriented in all project stages and which is to be checked for feasibility as early as the preliminary design stage.
