Here, a text structure with bullet points is technically not feasible.Item 3: Lot 1 Sample monitoring (federal monitoring and state monitoring)3.1 General methodology, study area and time frameThe methodological requirements for data collection and data evaluation are based on the state-wide monitoring concept for FFH animal species (see Annex 1a, incl. the new evaluation scheme for federal monitoring according to BfN (2017) in Tab. 2). The specifications made there are to be complied with. Deviations are only possible for compelling technical reasons and only in agreement with the client. For the federal monitoring, the study areas processed in ÖKOTOP (2010, 2014, 2019) are to be used. As a matter of principle, a maximum of comparability with the previous investigations and their presentation in the reports is to be aimed at.The monitoring run is divided into 2 consecutive years. The field surveys are to be carried out in the survey years 2022 and 2023. Each monitoring area is to be completely surveyed once, with the following scope of work to be carried out in each year:2022: approx. 60% of the survey work including the associated interim report2023: approx. 40 % of the recording work as well as overall evaluation and final reportDeviations with regard to the annual slices are possible to the extent of up to 10 %.3.2 Recording work including preliminary work3.2.1 Selection of the concrete study areasThe concrete study areas of the federal monitoring have already been defined (see ÖKOTOP 2010, 2014, 2019).The contractor (AN) determines the concrete areas to be studied in the field for the federal state monitoring within the monitoring areas designated in the monitoring concept or within the respective area pool. The corresponding selection criteria are to be documented with regard to the exact area (arable land). The relevant utilisation parameters in the year under investigation or the previous year are to be documented. With regard to the concrete investigation areas to be determined within the land pool, a narrower pre-selection of suitable arable fields is to be carried out first, if necessary. At the time of the field inspections for hamster population mapping after the harvest, the binding selection is then made. In this way, it is possible to react flexibly to imponderables regarding the harvest date, which is not absolutely certain. If the existing land pool proves to be insufficient, it is to be expanded, if possible, in coordination with the AG. Any necessary coordination is to be carried out with the farmers concerned and, if necessary, agreement is to be reached with the farmers. For the areas of the federal monitoring, the specifications of the current assessment scheme for the field hamster according to BfN (2017, Tab. 2) are to be applied.The samples in Annex 1b and Annex 1c also illustrate the parameters to be surveyed or evaluated.3.2.3 Assessment of the conservation statusThe CO shall carry out the survey of the population-related and habitat-related parameters according to the monitoring concept FFH_Tierarten Sachsen-Anhalt (see Annex 1a). For the areas of the federal monitoring, the specifications of the current assessment scheme for the field hamster according to BfN (2017, Tab. 2) shall be applied.The samples in Annex 1b and Annex 1c also illustrate the parameters to be evaluated.3.2.4 Data inputsThe CO shall carry out the inputs of the collected and researched data. In doing so, the specifications according to section 3.3.2 shall be observed, in particular the samples in Annexes 1b, 1c and 1d. The Contractor shall prepare written reports in which the required information is presented in its entirety and in context.Interim report and final report for Lot 1 shall each be considered as one partial performance:Lot 1: Partial performance 1.1: Interim reportLot 1: Partial performance 1.2: Final reportThe parts of the performance contained in the interim report shall be usable independently in terms of content. This means, in particular, that sub-performance 1.1 (interim report) should contain the completed investigations/evaluations of the monitoring areas concerned. The contents of the interim report are to be fully integrated into the final report in order to achieve a coherent overall presentation of the overall performance.3.3.2 Report format, documentation and data storageThe aim is to achieve the highest possible degree of comparability with previous reports.The reports are to be structured as follows:-Introduction-Methodology and survey areas-Results and assessment in federal monitoring-Results and assessment in federal monitoring-Conclusions for the assessment of the state-wide conservation status of the field hamster-Summary-LiteratureAppendices, consisting of:-For the clear presentation of the survey results and assessment results of the monitoring areas of the state monitoring or areas of the federal monitoring, recording sheets are to be used in close accordance with the samples in Appendix 1b and Appendix 1c. If necessary, the contents are to be adapted to current assessment schemes (BfN 2017) (format MS Word as well as pdf).-data tables according to the sample in Annex 1d (format MS Excel as well as pdf). All parameters given in these tables are to be indicated. The table (mapping results of all surveyed arable fields) according to the sample in Appendix 1d contains the precise location coordinates of all individual hamster burrows or suspected burrows including the associated measured values and construction parameters.-maps of the crops on the surveyed areas (format pdf)-overview maps (format pdf)-area-specific digitised topographical data of the surveyed areas (format ESRI-shapefile)-database of all evidence of the field hamster on the surveyed areas as a multibase CS file. Here, the detection data are to be summarised in relation to the respective field plots, including the associated building density (buildings/ha) - digital photos, including spatial and temporal allocation to the study areas - the reports are to be supplied in single copy. All collected data and evaluation results as well as the text part, illustrations and photos are to be attached to the reports in file form on data carriers (text part:MS Word format, unless otherwise specified above). In addition, a pdf file containing all report contents shall be created.5 Deadlines for execution, payments for lot 15.1 Deadlines for executionThe following execution deadline shall apply for the partial service 1.1 Interim report lot 1: 01.11.2022The following execution deadline shall apply for the partial service 1.2 Final report lot 1: 01.11.20235.2 PaymentsThe total fee for the respective lot shall be paid in two partial payments after acceptance of the respective partial service. The partial payments shall be broken down as follows:Lot 1Partial payment 1 (partial performance 1.1): approx. 60 % of the total fee for Lot 1Partial payment 2 (partial performance 1.2): approx. 40 % of the total fee for Lot 1Deviations with regard to the annual instalments are possible to the extent of up to 10 %.6 Other stipulationsA kick-off consultation shall take place immediately after conclusion of the contract in 2022. The Contractor shall report on the progress of the work at regular, approx. monthly intervals at the Principal's headquarters. This ensures that any problems that may arise can be responded to immediately and constructively.7 In particular, any necessary changes to the RF to be processed are to be agreed. In the announcement, a text structure with bullet points is technically not feasible.4.1 General methodology, study area and time frameThe distribution of the field hamster is to be recorded in the form of the occupation of 10 x 10 km grid fields (RF) of the European Environment Agency (EEA grid) within the state of Saxony-Anhalt (see Appendix 1e, Fig. 3). For this purpose, representative surveys are to be carried out in particularly suitable habitats of the relevant grid squares. The field surveys are carried out in RFs in which a field hamster colonisation is not sufficiently proven by recent evidence (past and current FFH reporting period, data as of 2018).The following RFs are to be surveyed on their share of the Saxony-Anhalt state area (see Annex 1f, Fig. 4):21 RF:E441N316, E442N316, E439N318, E440N319, E441N319, E442N319, E436N320,E437N320, E438N320, E439N320, E436N321, E437N321, E438N321, E440N321,E438N322, E439N322, E439N323, E440N323, E441N323, E442N323, E443N323.Notes on RF:E443N323: only the part west of the Elbe is to be mappedE441N316: only in the vicinity of Annarode/SiebigerodeE439N318: to be mapped only in the part of the northern Harz forelandE441N316, E442N316, E440N319, E441N319, E442N319, E436N320, E438N320,E439N320, E436N321, E437N321, E438N321, E440N323, E441N323, E442N323: There are recent finds in these RFs. The purpose of the survey is not to identify the RF as such, but to provide technical confirmation of the occurrence and to determine the further representation in the other total area of the RF.The above-mentioned number of RF is to be used as a basis for calculation for the preparation of the offer. The calculation is based on an average expected mapping effort (working hours) for a complete RF (10x10 km). It has to be taken into account that RF cut at the national border and RF not used for agriculture on a large scale (e.g. cities, opencast mines, forests) should only be surveyed proportionally with a reduced mapping area (see also remarks on RF above).The number of RF actually surveyed within the scope of the contract fulfilment can be lower or higher than the above figures. It depends, among other things, on whether or how quickly the field surveys lead to evidence and thus to a grid field occupancy; if necessary, the cost-neutral processing of additional RF must be agreed with the Client if the specified RF are completely processed at an early stage.Should new evidence (from 2018) become known from other sources during the processing of the contract, which sufficiently prove the presence of the field hamster, the relevant RF are not to be processed in the field and are to be changed in a cost-neutral manner in agreement with the Client. It is to be taken into account that changes of individual RFs to be processed are to be expected, in particular as the processing of the contract progresses.The mapping of the specified RFs in the field is to be carried out in the survey years 2022 and 2023. The following scope of the work to be carried out is to be aimed at for the years:2022: approx. 60 % of the recording work incl. associated interim report2023: approx. 40 % of the survey work as well as overall evaluation and final reportDeviations of up to 10 % are possible with regard to the annual slices.4.2 Survey work including preliminary work4.2.1 Selection of suitable survey areas and determination of specific mapping times The field surveys shall be carried out on arable land particularly suitable for hamster colonisation (favourable soil conditions, crop: predominantly winter wheat).The specific plots to be surveyed shall be selected by the Contractor (soil conditions, crops, required logistical effort). The probability of hamster detection is to be maximised as far as possible. Possible concrete recording periods (mapping times) for the areas (mapping capability depending on the cultivation of the area as well as the season or hamster activity) shall be determined by the Contractor.4.2.2 Mapping work in the fieldThe field survey shall be carried out primarily in summer after the harvest has been completed before the harvested areas are turned over, as transect fine mapping of the fields to an extent of at least approx. 20 % according to the "Querfurt method" (analogous methodology as in random sample monitoring). In addition, spring mapping is possible on suitable plots. 5-10 plots with a total size of maximum 400 ha are sampled per RF (corresponds to 80 ha transect fine mapping at 20 % coverage intensity). If 1-2 reliable presence records (populated areas) have already been obtained with fewer areas, the changeover to a new RF takes place. If, after complete mapping of the above-mentioned area, no evidence has been found, the survey in the RF concerned shall be discontinued and started in a new RF. In those RFs that are only partially located in the federal state of Saxony-Anhalt, only a proportional area size shall be mapped in the field.4.2.3 Data inputThe Contractor shall carry out the input of the collected and researched data. The Contractor shall prepare written reports in which the required information is presented in full and in context.4.3 Reports and Partial Services4.3.1 Partial ServicesThe Contractor shall prepare written reports in which the required information is presented in full and in context.The interim and final report for Lot 2 shall each be deemed to be a partial service:Lot 2 - Partial Service 2.1: Interim ReportLot 2 - Partial Service 2.2: Final ReportThe parts of the service contained in the interim report shall be usable independently in terms of content. This means, in particular, that the contents of deliverable 2.1 (interim report) should contain investigations/evaluations of grid fields that have been completed as far as possible. Evaluation results valid for the whole country or for the whole study area are to be summarised in part 2.2 (final report).4 The contents of the interim report are to be fully integrated into the final report in order to achieve a coherent overall presentation..3.2 Report format, documentation and data storageThe reports are to be structured as follows:-introduction-methodology and study areas-results incl. comparison with previous state of knowledge, incl. cartographic representations of the grid fields and study areas-summary-literature-digital appendices (file format):-tabular, impact-related representation of the inventory and use data as well as mapping results, degree of coverage and evaluation (MS Excel format).
