As part of a feasibility study, a preliminary utilization concept and a spatial program for the district meeting place in Glückstadt-Nord was drafted, which was part of the structural engineering realization competition in 2021 and is thus the basis for the planning and construction of the district meeting place. According to the design author, the design of the competition winner is based on the following considerations and information and data for the new building project: An economical new building is given by a simple, single-story wooden construction and glazing with repeating formats. In addition, a technical concept with little automation and natural ventilation options is relied upon. Due to the roof overhang and the buffer zone (hallway) to the south-west, the summer thermal protection is optimized. The direct location in the park with trees providing shade in summer also creates a comfortable room atmosphere. The wooden construction, the use of recycled building materials in the interior, as well as the green roof and the use of renewable energies in the building services engineering result in a sustainable new building (cf. Annex 4.4.).According to the design author, the following data are also used as a basis:- Building height 4.40 m max. height above ground level.- Number of full stories: I,- Built-up area 669 m².Based on the competition design, a usable area above ground of approx. 460 m² plus outdoor areas is assumed. This information, as well as the space program, will be reviewed and concretized in the course of the architects' planning. A current revision status of the planning is available as of 17.05.2022 on the occasion of the submission of a preliminary building application by the client (cf. Annex 4.3).The district meeting place is to be planned barrier-free. Various uses for different groups are planned (including a youth room, library, café, training rooms, counseling rooms). The new building is to be designed at least as a low-energy building in accordance with the Building Energy Act (GEG). The political bodies have given the city the task of advancing the planning to the approval stage. For this purpose, BIG Städtebau GmbH, the fiduciary redevelopment agency of the City of Glückstadt, intends to invite tenders on behalf of the City of Glückstadt for planning services for the specialist planning of the structural framework for the construction of the new district meeting place.
The planning services for the technical equipment for the new building of the district meeting place in Glückstadt are to be awarded within the framework of a negotiated procedure in accordance with § 17 VgV (German Regulation on the Award of Public Contracts) with a preceding competition. The planning services of the service profile structural design in accordance with §§ 53-56 HOAI in conjunction with Annex 15 HOAI as well as special services are to be provided.
