Description

The town of Strehla intends to expand the after-school care building at the Strehla primary school by 60 places for after-school care. For this purpose, a feasibility study was conducted in advance of the tender to decide on the location. As a result, the city of Strehla intends to use the property adjacent to the elementary school (parcel 666/12) for such a development. The time schedule provides for a start of construction in 09/2023 at the latest and the beginning of use within the school year 2024/2025. A total budget of around EUR 2.285 million gross is available for all cost groups. The building project is a subsidy project, the financing is to be clarified subsequently and on the basis of service phase 3. For the planning development of the site, an EU-wide tendering procedure for the award of planning services is required. With this publication, interested planning offices are invited to apply for the services described below. The planning offices recommended for the negotiated procedure are expected to be familiar with the realisation of municipal projects such as educational and childcare facilities. For this reason, the awarding authority will refrain from explaining the principles of the building and will only refer to those points that are important to the client and necessary for the fulfilment of the tasks. The project was already put out to tender in March 2021 and was cancelled in May 2021 due to significant changes in the objectives. The proposed use is to provide for the care of 60 after-school children. For this purpose, the following rooms and requirements, among others, are to be provided in the extension building: 60 children (large room / rooms for cloakrooms (60 places) - use of after-school care and school together, centr. location; registration with space for satchel shelves (160 places); 5 group rooms; 1-2 small quiet rooms; 1 creative room; 1 changing room for the educators; 1 management office; WC and wash basins in sufficient number; 1 isolation room; material room and storage room). Minimum room size requirement for group and ancillary rooms: 2.5 m² per child (children 6-12 years). The above-mentioned requirements are not conclusive and are to be discussed within the scope of service phases 1 and 2. The catalogue of requirements is to be concretised. In addition, further areas for infrastructure are to be included, such as corridors and entrance areas. In addition to the required room sizes, functional requirements must also be met. Accessibility in areas for general visitor traffic must be guaranteed. All rooms must offer the possibility of installing air or impact sound insulation for optimum building and room acoustics. All electrical structural items (e.g. sockets) must be adequately secured and have protective devices. In the outdoor and open space area, 10 m² per child must be planned. If this is not achieved, suitable open spaces suitable for children must be available in the immediate vicinity. Outdoor terraces with sun protection are desired. Differences in height must also be avoided here due to accessibility requirements. In addition, sufficient shade is to be planted or installed. Structural facilities and equipment are to be adapted to the level of development and age. The planning must be aimed at a functionally optimised and economical solution, which must be verified by the planners with profitability calculations. The procedure will be carried out as a negotiated procedure with a preceding competition in accordance with § 17 VgV in conjunction with § 74 VgV and § 97 ff. GWB. The awarding authority reserves the right to award the contract on the basis of these initial bids without entering into award negotiations in accordance with Section 17 (11) VgV.
The contract is for services in accordance with § 34 ff. HOAI in conjunction with Annex 10.1 HOAI for the phases 1 to 9. The client intends to award the contract in stages. First of all, the work packages 1 to 3 will be commissioned. A commissioning of the LPH 4 to 9 takes place optionally. There is no legal claim to the assignment of services exceeding the service phases 1 to 3. Please informally name any subcontractors required for the respective subject of the contract. The awarding authority reserves the right to request additional qualification documents. According to the contract, the contractor has to provide the following services within the scope of the 1st stage: 1. basic services: The contractor is to provide the service phases 1 to 3 of § 34 Para. 3 HOAI. The basic services are to be performed in accordance with Annex 10.1 HOAI to § 34 Para. 4 and § 35 Para. 7 to these listed service phases. Special services (to be offered obligatorily, optional commissioning): - LPH 2: Drawing up of room books with details of the structural and technical equipment of all rooms and handover after completion to the client as executed; - LPH 2: Examination of two alternative solutions according to different requirements including cost evaluation; - LPH 3: Continuation of room books. 3. further services (voluntary specification, optional commissioning): - preparation of a fire protection certificate for submission to the building inspectorate. Planning and consulting services for building physics, thermal insulation and energy balancing as well as room acoustics according to appendix 1.2 HOAI, LPH 1 to 3. The commissioning of the 2nd stage is optional according to the contract. The following services are to be provided within the scope of the 2nd stage: Basic services: The service phases 4 to 9 of § 34 Para. 3 HOAI are to be provided by the contractor. The basic services are to be performed in accordance with Annex 10.1 HOAI to § 34 Para. 4 and § 35 Para. 7 for these listed service phases. 2. special services (to be offered obligatorily, optional commissioning): - LPH 5: updating of room books in detailed form. 3. further services (to be indicated voluntarily, optional commissioning); - continuation of the fire protection services within the scope of the implementation of the building project; - planning and consulting services for building physics, thermal insulation and energy balancing services as well as room acoustics services in accordance with Annex 1.2 HOAI, LPH 4 ff. Reference is made to the contract and the sample contract § 18. An architect's contract is attached to the award documents. This contract regulates the contractual regulations between the client and the contractor to be found. The points in the contract that are still partially open depend on the bidder's offer and will be supplemented accordingly by the contracting authority. The sample contract can be found in Annex C1. The contract is for services in accordance with § 51 ff. HOAI in conjunction with Annex 14.1 HOAI for the phases 1 to 6. The client envisages a phased commissioning. First of all, the work packages 1 to 3 will be commissioned. A commissioning of the LPH 4 to 6 takes place optionally. There is no legal claim to the assignment of services exceeding the service phases 1 to 3. Please informally name any subcontractors required for the respective subject of the contract. The awarding authority reserves the right to request additional qualification documents. According to the contract, the contractor has to provide the following services within the scope of the 1st stage: 1. basic services: The contractor is to provide the service phases 1 to 3 of § 51 Para. 1 HOAI. In this context, the basic services are to be performed in accordance with Annex 14.1 HOAI to § 51 Para. 5 and § 52 Para. 2 to these listed service phases. 2. special and additional services: not applicable. The commissioning of the 2nd stage is optional according to the contract. The following services are to be rendered within the scope of the 2nd stage: 1. basic services: The Contractor shall provide the service phases 4 to 6 of Section 51 (1) HOAI. The basic services are to be performed in accordance with Annex 14.1 HOAI to § 51 Para. 5 and § 52 Para. 2 to these listed service phases. 2. special and additional services (to be offered obligatorily, optional commissioning): - LPH 4: proofs for the constructive fire protection, as far as necessary under consideration of the temperature (hot dimensioning); LPH 8: engineering control of the execution of the supporting structure for conformity with the checked static documents. Reference is made to the contract or the sample contract § 18. An engineering contract is attached to the award documents. This contract regulates the contractual provisions applicable between the client and the contractor to be found. The points in the contract that are still partially open depend on the bidder's offer and will be supplemented accordingly by the contracting authority.The sample contract can be found in Annex C2. The contracting authority intends to award the contract in stages. First of all, the work packages 1 to 3 will be commissioned. The following services are to be provided within the scope of the 2nd stage:1. basic services: Service phases 4 to 9 of Section 39 (3) HOAI are to be provided by the contractor. Thereby the basic services according to appendix 11.1 HOAI to §§ 39 ff. HOAI are to be carried out for these service phases. 2. 2. special and additional services (to be offered obligatorily, optional commissioning): - LPH 8: site management; artistic supervision; - LPH 9: supervision services for a) development and maintenance care; b) defect rectification. This contract regulates the contractual provisions applicable between the client and the contractor to be found.
