Description

a) Planning objectives:The redesign of the mill ditch has long been an essential goal of urban redevelopment. The Mühlgraben is the only green corridor crossing the old town area that needs to be upgraded and revitalized. The aim is to design the Mühlengraben as an adventure area "Wallgraben - Green Belt" and to improve its connection within the urban fabric. The road connection between Frauenstraße and Richtgraben is to be restored throughout. Although an opening to the promenade at the Schwanenteich would be desirable from an urban planning point of view, it is associated with considerable technical problems. For this reason, this opening is not the subject of the proposed project. The design clearly brings out the former fortification significance, especially the bastion edge at the secondary school. The opening of the Mühlengraben green space makes the complex visible and tangible again as a structuring break in the urban fabric. Adjoining, currently unused areas show high development potential with regard to local recreation and tourism.b) Design:aa) Paved areas and connectionsA continuous path is created from Frauenstrasse to Richtgrabenweg. It will be fortified with a water-bound slab and bordered with a steel band (requirement of monument conservation). Next to the path at the bottom of the trench, a drainage system will be installed for faster drainage of rainwater. New staircases are being built or existing staircases are being upgraded for Frauenstraße and Gerbergasse. At the slope to the street Am Mühlenteich and to Kreuzstraße 2 path connections are being built, which are to be paved with small paving stones due to the inclination.bb) Walls:Historical masonry is to be preserved and renovated. Demarcations of younger and older properties are to be demolished and rebuilt. The execution is carried out in contrast to the old stock worth preserving as gabions. The original plan of the Hanseatic City of Demmin to rebuild the demolished property enclosures as erratic block walls based on the historical stock was rejected by the monument protection authority as not approvable. The requirements for possible ground surveys and necessary static calculations for the walls can only be formulated after detailed planning of the slope formations, terrain inclinations and wall heights. This must be done within the framework of the design and approval planning.cc) Vegetation:Wild and growing vegetation as well as some trees must be cleared to create a light impression. New planting will be done to emphasize the bastion top at the bend of the moat, to accentuate the course of the slope next to the school grounds of the Fritz-Reuter-Schule and at the stairway exit Frauenstraße.planting strips with bamboo and other species associated with the topic "water" are planned to accompany the path. They also emphasize the linear character of the mill ditch. In the eaves area of trees spring geophytes, which are suitable for wildness, will be planted.dd) Equipment:Benches along the path should invite to stay and rest. The staircase to Frauenstraße will be extended by a ramp for prams, and the stair stringers will be fitted with wall lamps.c) Conformity:The project contributes to the improvement of the urban environmental quality by converting and redesigning brownfield sites with a green network and increasing the proportion of recreational areas in the settlement and traffic area by creating green and leisure areas. It thus corresponds to Objective 6 "Preservation and protection of the environment and promotion of resource efficiency" of Priority Axis 4 of the ERDF OP MV.However, barrier-free access and connections and the improvement of opportunities for integration in care and education also contribute to promoting inclusion.The redevelopment of the Mühlengraben will create a place for recreation, leisure and education for all generations, especially for small children, school children and senior citizens. At the same time, the measure is a contribution to tourism development. The project accompanies the measure "Establishment of a 24-hour day care centre" at the site of the former homeless shelter in Schwedenwallweg and improves the development situation considerably, especially with regard to the pedestrian access. The target group are residents of the Hanseatic City of Demmin, especially kindergarten and school children and senior citizens, but also visitors and tourists. The measure is positive in terms of equality and is of the highest priority for the further development of the Hanseatic City of Demmin.d) Implementation of the project:For the implementation of the planning, further expertises and planning are required. In order to evaluate the approvability of the project, consultations have already been held with the responsible bodies for public interests, in particular nature conservation and the preservation of historical monuments. The Hanseatic City of Demmin aims to begin with the actual construction work in the 4th quarter of 2020 and to complete it by mid 2021, which means that the approval planning must be submitted to the client by 31.8.2020 at the latest (contract deadline).e) Service components/scope of contract: Object planning services are tendered in the open-air facilities service profile in accordance with § 39 HOAI 2013 i. The invitation to tender also extends to the special service "Assessment and evaluation of existing building fabric, components, materials, fixtures and fittings (historical masonry) in accordance with Annex 11 to Section 39 (4) HOAI" and the special service "Objectives of monument preservation".
