Description

Conversion and redevelopment of the Old Cotton Mill into a facility with public use (modern city administration and Albert Weisgerber Museum)The subject of the measure is the cotton mill, a four-story sandstone building built in 1885.After yarn production ceased in 1964, the German armed forces used the building as a depot until 1999. The entire site consists of a spinning mill, transformer building and cotton warehouse. The old floor factory is to be used as a modern city administration and Albert Weisgerber Museum in a sustainable and future-oriented manner. The cotton warehouse will not be the subject of the upcoming award. The transformer building is to be demolished, and the area is to be developed as an open space in the course of the overall project.This construction measure is intended to ensure the receipt of the subsidies already invested and to enable future subsidies from the state and federal governments through the establishment of public uses, such as organizational units of the city administration and the Albert Weisgerber Museum. Operating costs are also to be drastically reduced through synergies in use.The contract to be awarded is for architectural services. It is required that work begin immediately upon award of the contract. All information and specifications in the award documents must be observed.
In a rough cost estimate, total costs of around €23,000,000 excluding VAT were determined.In the 2nd stage of this procedure, the shortlisted bidders will receive more precise specifications for the respective KG.The present contract covers the basic services in accordance with HOAI of the aforementioned planning services of the following service phases:- Lph 1: Lph 2: Preliminary planning,- Lph 3: Design planning,- Lph 4: Approval planning.Optionally in stages:- Lph 5: Detailed design,- Lph 6: Preparation for award of contract,- Lph 7: Participation in award of contract,- Lph 8: Site supervision - construction supervision and documentation,- Lph 9: Site supervision.On the part of the contractor there is no legal claim to the commissioning of further service phases or an overall commissioning. The applicants/associations of applicants who are requested to submit a fee offer after the conclusion of the bidding competition will receive further information and documents, if necessary.Other services to be awarded are not part of the present invitation to tender and will be awarded separately. In parallel with the present invitation to tender, the following additional planning services will be put out to tender on a Europe-wide basis:1. structural design in accordance with Section 51 HOAI2. Planning of the technical equipment according to § 55 HOAI of the plant groups 1-8 (ELT + HLS)3. Open space planning according to § 38 HOAIIIt is permissible that applicants apply for several of these services. Duplicate applications within the scope of the present invitation to tender are not permitted. Multiple applications within the scope of the present invitation to tender by individual applicants or individual members of a bidding consortium may lead to the exclusion of all affected bids if the applicant, the bidding consortium or the affected competing member companies or bidding consortia do not succeed in proving that the bids in question were prepared completely independently of each other.
