Interdisciplinary planning of an energy self-sufficient and CO2-neutral energy supply for an existing quarter in 67105 Schifferstadt
An interdisciplinary planning consisting of the following planning services for an existing quarter in Schifferstadt is tendered. The realisation of this project should lead to an energy self-sufficient and CO2-neutral energy supply. The existing quarter consists of the individual buildings:1. school centre,2. indoor swimming pool,3. sports hall,4. sports hall ("Wilfried-Dietrich-Halle"),5. day care centre for children ("Haus des Kindes"),6. youth club,7. adult education centre,8. a planned day care centre for children and9. The basis for the planning is a project study developed at the Mainz University of Applied Sciences, which is enclosed with the tender documents, as is the description of the task. The procurement concerns an interdisciplinary planning for energy self-sufficient and CO2-neutral energy supply for the described existing quarter. The commissioning and performance of services will be carried out in stages. Initially, processing stage I, consisting of interdisciplinary planning up to performance phase 2 (preliminary design planning), will be commissioned with the award of the contract. The client reserves the right, on the basis of the planner contract to be concluded, after completion of processing stage I, to also further commission processing stages II and/or III consisting of interdisciplinary planning from draft planning to approval planning (work phases 3 to 4) or from execution planning to property management (work phases 5 to 9) in whole or in part. There is no entitlement to further commissioning of processing stages II and/or III in whole or in part. Interdisciplinary planning includes not only planning services of different service profiles but also higher-level special services. The planning services include in particular:1. specialist planning of technical equipment in accordance with § 55 HOAI 2013 in conjunction with Annex 15:1.1. plant group (AG) 2 heat supply plants:The following plants have been identified on the basis of the project study:- heating system with wood gasifier combined heat and power plant (CHP);- heat pumps.1.2. working group 4 heavy-current installations:The following installations have been identified on the basis of the project study:- central battery storage;- decentralised photovoltaic installations;- low-voltage installations (power and data processing lines).1.3. working group 8 building automation:According to the project study, building information systems with higher-level measurement, control and regulation technology and system integration across installation groups are to be planned.2. object planning of engineering structures according to § 43 HOA 2013 in connection with Annex 12:In detail, the following engineering structures have been identified on the basis of the project study so far:2.1. seasonal brine heat storage tank (group 1),2.2. transport lines for cold and for warm local heat (group 4),2.3. geothermal probe field.3. object planning building according to § 33 HOAI 2013 in connection with annex 10:In detail, the following buildings have been identified on the basis of the project study so far:3.1. heating system, in classical construction method or alternatively as container solution.4Sectoral planning of structural design according to § 51 HOAI 2013 in connection with Annex 14: Based on the project study, the following buildings and engineering structures have been identified as requiring structural design:4.1. heating system, in classical construction method or alternatively as container solution.4.2. battery storage centre as container solution.4.3. seasonal brine heat storage.5Required higher-level "special services" 5.1. in LPH 2:- Preparation of benefit-cost studies:5.2. in LPH 3:- Updating of benefit-cost studies;- Detailed operating cost calculation for the selected plants;- Detailed proof of economic efficiency;- Detailed proof of pollutant emissions;- Simulation for forecasting the behaviour of buildings;- Assistance in processing and compiling the documents for applying for subsidies.5.3. in LPH 9:- energy monitoring during the warranty phase, participation in the annual consumption measurements of all media;- comparison with the requirement values from the planning, proposals for the optimisation of operation and for the reduction of media and energy consumption.5.4. in all work phases:- coordination and integration of the individual planning results to form a comprehensive, interdisciplinary overall planning.For further details, please refer to the tender documents available under the link in Section I.3).
