Description

1) Subject and objective of the proceedings: The TVH Steinhaldenfeld was planned by the Building Construction Office of the City of Stuttgart at the end of the 1960s and realised at the beginning of the 1970s as a gymnastics and assembly hall The building is constructed in a hall structure made of fair-faced concrete with prefabricated parts, solid concrete and ribbed ceilings as a flat roof. In the interior walls, the exposed concrete is retained and supplemented by exposed masonry, plaster and wooden surfaces. Lighting is provided by glass facades, ribbon windows and skylights, and the gymnasium is supplemented by a detachable stage at a higher level. The ancillary rooms for equipment, changing rooms and sanitary facilities are integrated into the hall structure on two levels and can be reached via the 2-storey entrance cube in front of the hall. The meeting place offers space for about 420 people and is supplied by a hall kitchen. The hillside floor also houses a crèche. The TVH-Steinhaldenfeld is currently not accessible for the disabled. The construction project concerns all buildings (parts of buildings) of the TVH Steinhaldenfeld, in particular:- sports hall,- changing room/equipment room area including kitchen and all other ancillary rooms,- crèche,- planning and supervision objective is the modernisation of the gymnasium and assembly hall Steinhaldenfeld including the associated changing room and building area with kitchen as well as the basement, which is used as a crèche. A preliminary investigation by the HBA has shown that the existing floor plan is not sufficient for the necessary organisational and technical requirements. The reasons for the general refurbishment include the creation of barrier-free access, the design of the existing hall kitchen for event operations, the installation of a voice alarm system, the renewal of the building services during the construction period and the modernisation of the sanitary facilities. For further information please refer to the draft contract.2) Procedure:The award procedure is divided into 2 stages. In an open competition (1st stage) interested companies can apply to participate in the negotiated procedure. For this purpose, the required exclusion, selection and eligibility criteria must be provided and proven (see Section II.2.9) and the participation documents must be submitted). Subsequently, all bidders of stage 2 may present themselves personally to the client in a negotiation meeting at the building construction office. The contract will be awarded to the tender which, after evaluation of the award criteria (see Section II.2.5) and tender documents), can achieve the highest overall score.3) Assignment:The assignment is subject to project approval by the Stuttgart City Council within the framework of call-off contracts. The contractor is obligated to take over the service up to and including service phase 9 HOAI when the project comes to realization. The client intends to commission the services in stages and in sections. There is no legal claim to the transfer of all benefit levels. The sustainability criteria of the state of Baden-Württemberg (nbbw.de) are to be taken into account during planning and execution.
