The procurement measure comprises planning services from work phase 1 for the new building and conversion of the KITA Käthe Kollwitz, Templin The general planner service put out to tender includes the necessary planning services of the HOAI 2013 performance specifications, in particular § 34 Buildings, § 51 Structural design and § 55 Technical equipment, § 39 Outdoor facilities and services according to §77-79 Building physics. Tenders are invited for planning services for work phases (LP) 1 to 9 or 1 to 6 as well as special services (see Section II.2.4). A step-by-step commissioning as per Section II.2.11) is planned.
General planning for the new building of the KITA Käthe KollwitzThe building project is located at Dargersdorfer Straße 13 in 17268 Templin. The owner of the property is the city of Templin. The property is located in the Templin district, corridor 31, and consists of the parcels 763, 248/18 and 248/47 with a property size of approx. 10,800 sq.m. It is planned to remove the two-storey main building in the rear part of the property and to use it for alternative purposes. The main building is not part of the planning contract. For the future use of the kindergarten it is necessary to renovate the one-storey annexe and to extend or supplement it with a correspondingly dimensioned, also one-storeyed extension The number of children to be cared for is 120 children, 90 of which are places for the group of children over 3 years of age and 30 crèche places (under 3 years of age).The size of the extension as well as the refurbishment of the existing building are to be determined depending on the areas and requirements in accordance with the "Principles of administrative action when examining the spatial conditions of day-care facilities for children" of the Brandenburg State Youth Welfare Committee and are to be reported accordingly. A new sports room and a serving kitchen are to be provided for the future kindergarten.All basic services are to be provided in accordance with the following performance specifications:- Building planning and interiors in accordance with §34 HOAI;- Technical building equipment in accordance with §55 HOAI (waste water, water and gas systems, heat supply systems, ventilation systems, high voltage current systems, telecommunications and information technology systems, conveyor systems, usage-specific systems and process engineering systems);- Structural design in accordance with §51 HOAI (up to performance phase 6/performance level II);- Outdoor installation planning in accordance with §39 HOAI.Special services to be provided by the general planner and to be shown in the offer:- Heat insulation proof according to EnEV in the currently valid version;- Building and room acoustics;- Fire protection proof (fire protection concept) including fire protection regulations, escape and rescue plans and fire brigade plans;- Safety and health coordination (SiGeKo);- LPH 8 object supervision of structural design, according to the German Energy Saving Ordinance (EnEV) in the currently valid version;- Building and room acoustics Annex 14 HOAI "Engineering control of the execution of the supporting structure for compliance with the examined static documents" as well as "Cooperation in the supervision of the execution of the structural interventions in the case of conversions and modernisations";- Preparation of room programme and room books for the new building;- Preparation of room programme and room books for the existing building;- Supervision of the development and maintenance care for outdoor facilities;- Thermal insulation: Checking the quality of the construction work and of the properties of the building components or rooms;- Checking and recognising the assembly and workshop planning of the companies carrying out the work for compliance with the implementation planning;- Structural design LPH 9 in accordance with the German Building Regulations (LPH 9) Annex 14 HOAI - Documentation and site supervision: site inspection to determine and monitor influences affecting the stability;- Performance of line measurements and functional tests;- Preparation of multidisciplinary operating instructions (e.g. operating manual, repair manual) or computer-aided facility management concepts;- Examination of offers based on construction economics;- Examination and evaluation of ancillary offers for construction;- Monitoring of the elimination of defects within the period of limitation.
