1. general:North of the city centre of the state capital Potsdam in the development area Bornstedter Feld, a new residential location is being developed to the right and left of Georg-Hermann-Allee on a military conversation area. Approximately 70 publicly subsidized residential units are to be built in the southern area of development area WA1 of the development plan No. 80.3 "Rote Kaserne West", which is in force. The construction area WA 1 has already been divided into 2 plots, the limit of division lies in the area marked in the development plan for communal parking spaces GSt 2.location: Municipality of Potsdam, Potsdam district, corridor 26, corridor 2527.2. task: object planning for the new construction of a housing estate with 4 buildings with at least one parking space, with at least one parking space for each building. The feasibility of the project is subject to compliance with the defined cost limits and the equipment features and standards listed in Annex A01. The following principles are to be observed during the planning phase:- the building concept must comply with the stipulations of development plan no. 80.3 "Red Barracks West";- the size specifications of the individual apartment types are to be taken from the enclosed apartment key (Annex A02);- use of simple constructional-technical and structural design solutions to increase economic efficiency; repetition of floor plans and building types; recurring planning elements;- detailed designs taking into account the technical regulations introduced to minimise damage and maximise utility value;- application of simple shape elements;- limitation of the choice of materials to a few durable materials with correspondingly ageing-resistant properties;- orientation of the building concept to energy requirements resulting from the KfW-Efficiency House 55 (EnEV 2016) subsidy regulations of the KfW-Förderbank;- application of clear, contemporary and at the same time timeless aesthetics (without short-lived fashionable accessories);- all apartments on the upper floors are to be planned with thresholds freely accessible via the elevator. The ground floor flats must also have free access to thresholds;- the floor plan of the flats should be suitable for providing living space for changing user groups and be technically functional. It must be possible to furnish the flats with commercially available furniture, taking into account the building services installations. Within each dwelling, a storeroom area of at least 1 m2 in size must be demonstrated;- Coordination of interdisciplinary planning issues such as ventilation concept, definition of interfaces.3Construction costs:As a binding upper limit, the net construction costs (cost groups 300, 400 and 540 of DIN 276-1: 2008-12) per m2 of living space (in accordance with the Living Space Ordinance) must be complied with, with the following provisional cost allocation: Cost groups Net construction costs for the construction projectKG 300 1,500 EUR per m2 Wfl.KG 400.540 480 EUR per m2 WflSummeKG 300, 400, 540 1,980 EUR per m2 Wfl.The cost ceilings represent an agreed quality of the property planning. Shifts within the cost groups 300, 400 and 540 are only possible in agreement with the client and between the technical parties involved in the planning, provided that the building costs are complied with in total. According to the current project status, the client assumes the realisation of a total of 70 residential units in 4 buildings, a total living space of 4,500 m2 and net building costs (cost groups 300, 400 and 540 of DIN 276) in the amount of EUR 8,910,000. If it becomes apparent that the net construction costs of EUR 8,910,000 specified by the client are exceeded, the contractor shall be obliged to inform the client without delay. In this case, suitable cost-saving measures for the subsequent fulfilment of the work owed, while maintaining the essential features of the equipment features and standards set out in Annex A08, are to be agreed with the customer and implemented.4. expected planning and construction times:- submission of preliminary planning 11/2020;- submission of draft planning 03/2021;- submission of building application 05/2021;- submission of funding documents 05/2021;- start of construction 06/2022;- completion in accordance with § 83 (2) BbgBO January 2024.
