Subject of the present invitation to tender are general planning services according to work phases 1 to 9 (in the sense of § 3 HOAI) The Memmingen AöR Clinic carries out this contract award for itself and the District Clinics of Swabia (KU) on its own responsibility. The contract is awarded by the Memmingen AöR Clinic in its own name and - with a further contract - on behalf of the District Clinics of Swabia (KU) for the part "Psychiatry". Services according to HOAI as basic services and special services:a) Object planning (buildings, interiors),b) Planning of outdoor facilities,c) Engineering structures,d) Traffic facilities,e) Structural design,f) Technical building equipment (facility groups 1-8 incl. technical facilities in outdoor facilities),g) Medical technology.2. consulting services:a) fire protection,b) building physics (thermal insulation and energy balancing, building acoustics, room acoustics),c) engineering surveying,d) kitchen planning,e) DGNB consulting services.3. other special services:a) digital project room,b) BIM (Building Information Modeling).4. optional special services:a) water law approval documents,b) continuation of DGNB consulting services.
Subject of the tendering procedure are general planning services for the new construction of the Memmingen Clinic at the location between Europastrasse, Buxheimer Strasse, A 96 and A 7 (hereinafter referred to as "location").the Memmingen AöR Clinic is the owner of the Memmingen Clinic, the District Clinics Swabia (KU) of the District Clinics Swabia. It is a public law institution of the District of Swabia according to Art. 89 BayGO. The Memmingen Clinic is a house of special care (care level II) with 480 plan beds and has numerous highly specialised departments whose services go beyond the spectrum of basic and standard care of small and medium-sized hospitals. In order to care for the approximately 20,000 in-patients and approx. 60,000 out-patients, around 1,500 employees, chief physicians and doctors, nurses, administrative staff and commercial enterprises work around the clock. The Klinikum Memmingen is owned by the city of Memmingen and is an academic teaching hospital of the LMU Munich. The following specialist departments, centres and special features are included in the Hospital Plan 2020 of the Free State of Bavaria:- Specialist departments: General, Visceral, Thoracic, Vascular, Hand, Neurosurgery and Trauma Surgery, Orthopaedics, Plastic Surgery, Gynaecology and Obstetrics, ENT, Internal Medicine, Paediatrics and Adolescent Medicine, Neonatology, Neurology, Urology, Cardiology, Pneumology, Nephrology, Gastroenterology Partially inpatient haemodialysis;- perinatal centre level I;- stroke network cooperation clinic;- palliative care ward;- acute geriatrics;- psychosomatics in the field of paediatrics and adolescent medicine.In addition, the Memmingen District Hospital is integrated at its current location as a clinic for psychiatry, psychotherapy and psychosomatics with currently 40 beds (planned 66 beds plus 20 places in the day clinic) under the auspices of the District Clinics Swabia (KU). For these services, the District Clinics of Swabia become the client and thus the contractor's contractual partner, and both the Memmingen Clinic and the District Clinics of Swabia receive investment support for the construction of the new clinic in accordance with the Bavarian Hospital Act. For this purpose, the bidder has to prepare the application for funding in the necessary form and within the necessary time frame. The planning is to be aligned in such a way that the sponsors receive the highest possible amount of funding. The application for inclusion in the annual hospital construction programme (LPH 1 + 2 HOAI + Merkblatt der Regierung von Schwaben in the appendix) must be prepared by the bidder after completion of the award procedure from May 2021 to December 2021 and submitted to the Government of Swabia by 17.12.2021 at the latest.Subsequently, the application for funding (LPH 3 + Merkblatt der Regierung von Schwaben) must be prepared and submitted to the Government of Swabia in accordance with the schedule still to be agreed upon. Furthermore, a medical care centre (MVZ) is to be built as a separate building on the above-mentioned property as well as the parking facilities for all the above-mentioned facilities.the property is currently still partially developed. In the offer of the selected bidders, the new construction of a hospital including the psychiatric ward of the district hospitals of Swabia as well as the complete development of all buildings to be constructed on the property are to be offered. According to the current rough cost estimate according to KFA 12, the construction costs for the entire project KGR 200-600 (incl. psychiatry) amount to approx. 321 million EUR including 19% VAT. This figure includes the rough cost estimates for the MVZ, the parking facilities including the internal development and the nursing school.the above-mentioned total amount corresponds to the rough cost estimate prepared for quarter I/2020.
